About this file

This is a Q&A Addendum to a Request for Letters of Interest (RFLOI) issued by the Town of Knightdale, North Carolina, for on-call Construction Engineering & Inspection (CEI) services. The addendum addresses four substantive questions submitted by interested firms regarding submission requirements, evaluation criteria, scheduling, and duplicative submittal instructions. The Town clarified that repeated bullet points in the original RFLOI regarding conflict-of-interest disclosures and summaries of information should appear only in Chapter 1 ("Introduction"), not duplicated in Chapter 2. References demonstrating the firm's ability to manage CEI projects should be included within Chapter 2, while workload capacity information should be presented in Chapter 3, with both criteria counting toward the ten-page limit. Regarding scheduling for this on-call contract, the Town indicated that the first assigned project would be the Old Knight Road Sidewalk project, with construction anticipated to commence in early 2027 and conclude by year-end 2027. The original RFLOI deadline was September 21, 2026, with oral interviews anticipated for mid to late September 2026 and contract awards expected in October 2026.

The contract is structured for a five-year term (FY 2027–FY 2032) on a Cost-Plus payment basis, with scope and fees determined separately for each assignment prior to notice to proceed. The Town may select one or more firms and requires all firms and subconsultants to hold NCDOT Discipline Codes 195 (Roadway Construction Engineering & Inspection) and 233 (Structures Construction Engineering & Inspection) as mandatory pre-qualification criteria. Small Professional Services Firms receive priority consideration when evaluation scores are equal. Selected firms must maintain comprehensive insurance coverage including $5 million Commercial General Liability, $1 million Automobile Liability, and $1 million Professional Liability per occurrence. Evaluation criteria are weighted as follows: firm experience (20%), staff qualifications and experience (40%), references (15%), outstanding workload (15%), and experience with federally reimbursed projects (10%). Many projects will require compliance with federal procurement standards and Davis-Bacon Act provisions applicable to federally reimbursed work.

TOWN OF KNIGHTDALE PROJECT # 27-20260824-2

RFLOI-27-20260824-02 On-Call Construction Engineering & Inspection Services (CEI) Addendum #1

Posted September 14, 2026 RFLOI Due September 21, 2026

The Town received several questions from interested firms. The questions received are outlined with associated responses below:

Q. In the Submittal Requirements section, for Chapters 1 and 2, the last two bullets are repeated.

Is this a typo? If so, in which section would you prefer the information to appear?

A. This was a typo in the original advertisement. This information should be included in

Chapter 1 “Introduction”.

Q. In the Selections Criteria section, you list references and workload as two of the categories that will be considered. However, they are not listed in the other sections. Is this information to be included within the other chapters, or should it be separate? If it is to be separate, will it count towards the 10-page limit?

A. References should be included within Chapter 2 as the contact person for identified recent, similar projects that the firm has acted as the prime contractor on that demonstrate the firm’s ability to conduct and manage such CEI-related projects. Workload should be included within Chapter 3 as alluded to with the request for a capacity chart / graph denoting the available workforce to be included. Inclusion of both of these criteria should be within the 10-page limit and should not be presented separately.

Q. With this being an On Call contract, what information are you seeking in terms of a schedule?

A. As no specific dates are provided within the RFLOI this item does not need to be emphasized. The first project which one of the selected firm(s) would be asked to provide CEI services for would be the Town’s Old Knight Road Sidewalk project which is presently funded for construction in FY2027. This construction work is expected to commence in early 2027 and be concluded before the end of the year. This project has not yet been advertised for construction but is expected to be and awarded before the end of the calendar year.

Q. Page 4 submittal requirements of the RFLOI list identical bullet points for both Chapter 1 and

Chapter 2 regarding the firm’s’ possible conflict of interest and summary of information contained within the letter of interest. Is this duplication required for both chapters or may it be omitted from Chapter 2?

A. This was a typo in the original advertisement. This information need only be included in

Chapter 1 “Introduction” and may be omitted from Chapter 2.
