About this opportunity
The Town of Knightdale, North Carolina is soliciting letters of interest from qualified firms to provide on-call right-of-way acquisition and consulting services for a five-year term (Fiscal Year 2027 through 2032), with LOIs due September 21, 2026 and a question deadline of September 9, 2026. Small Professional Services Firm (SPSF) participation is encouraged and will receive priority consideration when firms score equally on evaluation.
Firms must be pre-qualified by the North Carolina Department of Transportation to perform work codes 360 (Topographical Surveying), 361 (Boundary Surveying), 362 (Easement Surveying), and 194 (Right of Way Negotiations) — a mandatory capability filter. The scope covers all phases of right-of-way acquisition including project management, title research, appraisals and appraisal review, property negotiations and acquisition, preparation of conveyance documents, boundary and easement surveying, utility coordination, administration and closing services, and eminent domain support for transportation and capital improvement projects. The first project involves right-of-way acquisition for the First and Smithfield Sidewalk project, with anticipated future projects in greenway, sidewalk, bicycle, and roadway construction.
The contract may be partially reimbursed with Federal-aid funding through NCDOT or other state and county agencies, requiring compliance with 2 CFR Part 200, Davis-Bacon Act wage requirements, Civil Rights Act provisions, environmental review processes, and debarment and suspension regulations. The payment method is lump-sum. Firms must maintain commercial general liability insurance of $5 million per occurrence, automobile liability of $1 million, professional liability of $1 million per occurrence ($2 million aggregate), and workers' compensation at statutory limits.
Evaluation uses a 100-point scale: qualifications and experience (25%), availability and commitment (25%), experience with NCDOT and federally funded projects (25%), and proposed project schedules (25%). Interviews are anticipated for mid to late September 2026, with contract awards expected in October 2026.
