About this file
This is a Questions and Answers Addendum to a Request for Letters of Interest issued by the Town of Knightdale, North Carolina for on-call right-of-way agent services. The addendum addresses clarifications regarding the First and Smithfield Sidewalk Project, the initial project under the on-call contract. The Town anticipates that approximately fifteen parcels will be impacted, with the majority requiring easements (Temporary Construction Easements, Permanent Drainage Easements, and Permanent Utility Easements) rather than full right-of-way acquisitions. The design phase is anticipated to be completed by January or February 2027, with the right-of-way phase expected to begin shortly thereafter and conclude prior to September 1, 2027 (the start of Federal Fiscal Year 2028). Letters of interest were due September 21, 2026.
The design and right-of-way phases are locally funded, while the construction phase is anticipated to be federally funded. The Town's legal counsel will manage condemnation proceedings, including final determinations and court filings, while the selected right-of-way agent will provide technical support such as appraisal documentation, offer history, and property correspondence. The Town of Knightdale is not a utility provider but may require Permanent Utility Easements for utility relocations within project study areas as part of its projects. Project completion timelines will vary throughout the five-year on-call contract term based on funding methods and project needs.

TOWN OF KNIGHTDALE PROJECT # 27-20260824-1
RFLOI-27-20260824-01 On-Call Right-of-Way (ROW) Agent Services Addendum #1
Posted September 14, 2026 RFLOI Due September 21, 2026
The Town received several questions from interested firms. The questions received are outlined with associated responses below:
Q. The RFLOI identifies the First and Smithfield Sidewalk Project as the first project under the on-call contract. Can the Town provide any available project plans, parcel information, project schedule, and funding source for this project?
A. The Town is in the process of preparing 70% design plans with the selected design consultant and as such relevant plans cannot be provided at this time. While ROW impacts related to this project are still preliminary, it is estimated that fifteen (15) parcels will be impacted and the majority will only require easements (TCE,PDE,PUE) and not full ROW acquisitions. The design and ROW phase of this project are expected to be locally-funded, however the construction phase is anticipated to be federally funded. The ROW phase is expected to begin shortly after the completion of 70% design plans (estimated plan approval January/February 2027) and be completed prior to the start of the Federal Fiscal Year (FFY) 2028 which is September 1, 2027.
Q. What is the involvement of the Town Legal Counsel for any condemnation proceedings and what is expected of the firm for condemnation proceedings?
A. The Town’s legal council will facilitate the condemnation proceeding legal process including final condemnation determination and court filings. The ROW agent is expected to provide the technical support needed by the legal counsel leading up to the point of condemnation including documentation of the appraisal, offer history, supporting documentation, and all correspondence related to the property in question.
Q. Does the Town of Knightdale acquire Permanent Utility Easements as part of the
Town's projects?
A. The Town of Knightdale is not a utility provider itself, but Town projects may require
Permanent Utility Easements (PUEs) for relocation of existing utilities within the project study areas. At this time, prior to the preparation of 70% design plans for the First and Smithfield Sidewalk Project the extent of required PUEs is not known but are expected to be likely as part of this initial project.
Q. What is the time frame expected for completion of projects?
A. The expected time frame for completion of projects will vary over the duration of the on-call based on need and funding method. For the initial First and Smithfield Sidewalk Project the ROW phase is expected to begin shortly after the completion of 70% design plans (estimated plan approval January/February 2027) and be completed prior to the start of the Federal Fiscal Year (FFY) 2028 which is September 1,, 2027.
