About this opportunity

The Maryland Department of General Services, Office of State Procurement, is issuing a Request for Information on behalf of multiple state agencies, independent and quasi-independent state agencies, and University System of Maryland institutions to gather market research for an upcoming procurement of generation and transmission of wholesale retail electricity, with responses due October 8, 2026 at 2:00 p.m. local time to Procurement Officer Tierra Ali-Said.

The scope covers electricity supply to approximately 2,300 state accounts across five service territories: Potomac Electric Power Company (PEPCO), Baltimore Gas & Electric Company (BGE), Delmarva Power, Potomac Edison, and Southern Maryland Electric Cooperative (SMECO), representing total annual energy consumption of approximately 1.1 billion kilowatt hours. The contractor must establish and maintain a PJM subaccount, purchase power and ancillary services in wholesale markets, deliver power to accounts, administer invoicing and collections, manage renewable energy credits to comply with Maryland's renewable portfolio standard, and track and allocate power from existing and new power purchase agreements.

Respondents must hold a Maryland Public Service Commission license for deregulated electric supply, a Federal Energy Regulatory Commission power marketing license, and PJM membership. Prior experience as a Load Serving Entity serving at least three clients including at least one government entity is required, with a minimum of 2,300 accounts and 1.1 billion kilowatt hours annually sustained for at least 24 months over the past five years. Respondents must demonstrate the ability to provide an irrevocable letter of credit and performance bond each equal to ten percent of a $2 million contract value.

A Fixed Price, Indefinite Quantity Contract is anticipated to commence in the second or fourth quarter of 2026 for multiple years with potential renewal options. The State may divide the procurement by geographic service zone regions and may schedule information sessions. The State has expressed interest in increasing small business participation and is seeking vendor feedback on subcontracting opportunities, appropriate Minority Business Enterprise and Veteran Small Business Enterprise participation goals, and regions suitable for small business designation.
