About this file
This is a Request for Information (RFI) issued by the Maryland Department of General Services, Office of State Procurement, on behalf of multiple state agencies, independent and quasi-independent state agencies, and University System of Maryland institutions, to gather market research data regarding an upcoming procurement for generation and transmission of wholesale retail electricity. The RFI solicits information from vendors capable of supplying electricity to approximately 2,300 state accounts across five service territories: Potomac Electric Power Company (PEPCO), Baltimore Gas & Electric Company (BGE), Delmarva Power, Potomac Edison, and Southern Maryland Electric Cooperative (SMECO). The total annual energy consumption for these accounts is approximately 1.1 billion kilowatt hours. Responses are due by October 8, 2026, at 2:00 pm local time via email to the Procurement Officer, Tierra Ali-Said. While this RFI does not constitute a commitment to procure or award a contract, it is intended to inform a subsequent Fixed Price, Indefinite Quantity Contract anticipated to commence in the second or fourth quarter of 2026 for multiple years with potential renewal options. The State may divide the procurement by geographic service zone regions and may schedule information sessions for data gathering purposes only.
The contractor will be responsible for establishing and maintaining a PJM subaccount, purchasing power and ancillary services in wholesale markets, delivering power to accounts, administering invoicing and collections, managing renewable energy credits to comply with Maryland's renewable portfolio standard, and tracking and allocating power from existing and new power purchase agreements. Respondents must indicate which service regions they can supply and must demonstrate specific qualifications, including a Maryland PSC license for deregulated electric supply, a FERC power marketing license, PJM membership, prior experience as a Load Serving Entity serving at least three clients including at least one government entity with a minimum of 2,300 accounts and 1.1 billion kilowatt hours annually for at least 24 months over the past five years, and the ability to provide an irrevocable letter of credit and performance bond each in the amount of ten percent of a $2,000,000 contract value. The State has expressed interest in increasing small business participation and maximizing opportunities for Minority Business Enterprise (MBE) and Veteran Small Business Enterprise (VSBE) participation, and the RFI requests vendor feedback on subcontracting opportunities, appropriate MBE/VSBE goals, and regions suitable for small business designation.

A. OBJECTIVE:
a) The purpose of this Request For Information (RFI), which is not a solicitation to procure, is a means of conducting market research to identify capable parties having an interest in the Statewide/Generation and Transmission of Wholesale Retail
Electricity Supply procurement. This RFI is in addition to any formal forthcoming meetings that would occur after the procurement solicitation posting once a date is determined.
b) The requirements stated in this RFI may not accurately reflect that which may be contained in a Request for Proposal (RFP), Invitation for Bid (IFB), Purchase Order
RFP (PORFP), Task Order RFP (TORFP) or other procurement vehicle. This issuance does not constitute a commitment to issue an Invitation for Bids, award a contract, or pay any costs incurred in the preparation of a response to this request. Furthermore, the Department of General Services (DGS) requires that all responding vendors provide only the requested information in response to this RFI.
c) Any information received in response to this RFI will assist DGS in collecting information that may be used at a future date for a procurement. A submission in response to this RFI does not guarantee that the respondent will be included in any subsequent procurement. Likewise, a non-submission in response to this RFI does not preclude a recipient or vendor from inclusion in any future procurement.
d) As part of DGS's efforts to gather this information, DGS may schedule information sessions as it determines necessary with participants or others. The purpose of these sessions is strictly for information gathering. This is not a procurement activity and will not result in an evaluation, a purchase, nor a contract award.
e) OSP intends on subsequently soliciting and awarding a Fixed Price, Indefinite
Quantity Contract for various Service Zones. The term of the contract is anticipated to commence in the Second or Fourth Quarter of 2026. It is anticipated that the contract will be for multiple years and potentially contain renewal options.
f) The contract award(s) may be by geographic service zone regions, however, the makeup of this has not been finalized at this time. OSP would like to increase the likelihood of being able to designate one or more portions of this procurement to a
Small Business (SB) and allow maximum opportunity for Minority Business
Enterprise (MBE) and Veteran Small Business Enterprise (VSBE) to participate.
