About this opportunity

Broward County, through Fort Lauderdale-Hollywood International Airport (FLL), is issuing a Request for Information (RFI) regarding a self-service baggage cart concession operation. This RFI represents a Notice of Intent to Designate Single Source, designed to determine whether the specified service is available from multiple providers or if viable alternatives exist that would meet the County's operational needs. The procurement seeks a vendor to provide comprehensive self-service baggage cart services across all four terminals, arrival and departure curbside areas, baggage claim facilities, three parking garages, the Rental Car Center, and the Federal Inspection Station. The scope of work requires the supplier to deploy approximately 800 durable, high-quality carts supported by a minimum of 32 vending machines capable of accepting all major payment methods, including cash, debit, and credit cards. Currently, Smarte Carte, Inc. is identified as the single-source vendor thought to be capable of meeting these requirements. Prospective vendors are invited to submit documentation demonstrating their capability to meet or exceed the County's specifications, or to provide written explanations contesting the single-source designation. The RFI was posted on May 8, 2026, with a response deadline of May 15, 2026, and all submissions must be made through the County's electronic bidding system with supporting documentation included to assist in the evaluation process.

The RFI does not contain explicit information regarding set-aside designations, disadvantaged enterprise restrictions, or specific award values and budget ranges. The procurement notice identifies Smarte Carte, Inc. as the incumbent vendor and current single-source provider of this service. The Director of Purchasing retains sole authority in determining whether submitted alternatives are comparable and meet the County's needs, and will notify all submitting vendors of the purchasing decision following evaluation. No specific evaluation criteria beyond capability and service comparison are detailed in the available documentation. This is not a formal request for pricing or a purchase commitment, but rather an information-gathering mechanism to establish whether competitive alternatives to the proposed single-source designation exist in the marketplace.
