About this opportunity
Broward County and the City of Fort Lauderdale, Florida are issuing a Request for Information (RFI) regarding a Notice of Intent to Designate Single Source for PASSUR Aerospace SaaS services. The procurement seeks to determine whether the specified commodity and services are available from multiple providers or if alternative solutions exist that would meet the County's operational needs. The services in question include PASSUR Data Subscription Services, which encompasses a landing fee management billing module, landing fee management audit module, Communicator Integrated Traffic Management (PITM), WebTracker/Ariva flight tracking capabilities, RightETA Feed, Class II Noise Feed, and the Surface Sequencing Optimization Program. PASSUR Aerospace operates unique on-site radar equipment at Fort Lauderdale-Hollywood International Airport and integrates multiple surveillance data sources including ADS-B, ASDE-X, Mode S, airline OOOI data, and ACARS into a single high-fidelity operational dataset to support airport operations, financial reconciliation, situational awareness, and real-time coordination. The RFI was posted on May 4, 2026, with a closing deadline of May 26, 2026, and prospective vendors are required to submit responses through the electronic bidding system demonstrating their capability to meet or exceed the County's requirements or provide written documentation contesting the proposed single-source designation.
The RFI does not establish specific set-aside designations or restrictions on the types of organizations eligible to respond. PASSUR Aerospace, Inc. is identified as the incumbent vendor currently providing these proprietary, subscription-based software services at the airport. The existing infrastructure includes PASSUR's proprietary radar equipment and integrated surveillance system already operational at Fort Lauderdale-Hollywood International Airport, which any responding vendor would need to consider for compatibility or integration purposes. The procurement document does not specify an award value or budget range, as this RFI is explicitly stated not to be a request for pricing or a purchase commitment. Rather, it serves as an information-gathering mechanism to establish whether competitive alternatives exist or whether the single-source designation for PASSUR Aerospace is justified based on the unique nature of the services and equipment involved.
