About this opportunity
The Texas Health and Human Services Commission, on behalf of the Department of State Health Services, issued an RFI on July 16, 2026 for a Federal Funds Tracking System (FFTS) to replace a legacy internal system, with responses due August 6, 2026 at 10:30 a.m. Central Time. This RFI is issued solely for information and planning purposes and does not constitute a commitment to conduct a future solicitation.
HHSC solicits vendor information on commercially available software solutions, including COTS, SaaS, and configurable platform solutions capable of supporting internal tracking of funding opportunities, submissions, funding actions, and associated reporting activities. Key functional requirements include support for initiating records, related child records with configurable workflows and automation, reporting and analytics capabilities, and audit readiness.
Technical requirements address TX-RAMP Level 2 readiness — a decision-relevant certification filter for Texas state agencies — along with data security and encryption, role-based access control, integration capabilities, data migration approaches, and SaaS or hosted architecture options. Implementation responses must address typical timelines, phases, dependencies, and post-go-live support models for comparable public-sector implementations.
Respondents may answer one or more questions and are not required to answer every question. Responses should not include pricing or dollar figures and must not exceed twenty pages in Word or searchable PDF format. All responses become the property of HHSC upon submission. HHSC will not pay for information submitted or compensate respondents for costs incurred in developing responses. The designated point of contact is Andrick Reese at HHS Procurement and Contracting Services.
