About this opportunity

The State of Maryland Office of the Comptroller (COM), in coordination with the Department of General Services (DGS), is conducting a Request for Information (RFI) on cloud-based modern Enterprise Resource Planning solutions to replace legacy financial management systems, with responses due February 2, 2026 at 5:00 PM Eastern Time. Amendment 1, issued January 22, 2026, extended the original January 26 deadline and will guide a subsequent Request for Proposals for implementation services.

The scope covers replacement of the mainframe-based ADPICS and R*STARS applications and consolidation of decentralized financial management systems across approximately 102 financial agencies spanning 12 industry segments. The solution must address 15 core financial management functional areas: accounts payable, accounts receivable, budget and forecasting, cash and treasury management, procurement, general ledger accounting, grant accounting, financial reporting, and others. The State anticipates supporting a minimum of 5,000 users at full statewide deployment and intends a phased, multi-wave rollout across multiple agencies and industry clusters to minimize disruption.

Vendors must provide detailed information on solution capabilities, cloud hosting options, cybersecurity measures (FedRAMP, SOC 2, NIST, PCI DSS, IRS Publication 1075 compliance required), implementation timelines and methodologies, post-implementation support team composition, partner ecosystem details, licensing fee structures, API integration capabilities, and artificial intelligence features. Responses are limited to 20 pages and submitted as MS Word or PDF to Tracy Cain, Procurement Officer, at tcain@marylandtaxes.gov. Vendors must provide at least three references from state customers of equal or greater size and complexity with solutions in production for more than three years and demonstrate experience across multiple industry segments. The State remains platform-agnostic and has not determined a preferred contracting approach for System Integrator implementation services. Compliance with Maryland's Minority Business Enterprise participation requirements applies to the modernization effort. The RFI prohibits price proposals; responses do not constitute binding offers and the State will not reimburse response costs.

Opportunity text

The State, through the office of the Comptroller of Maryland (COM) in coordination with the Department of General Services (DGS), is conducting market research to support the planning and development of a modern, cloud-based Enterprise Resource Planning (ERP) system. This initiative is part of the broader State Financial Modernization Program which focuses on improving state financial performance, reporting, and compliance through modernization of financial management processes. From a technology perspective, this initiative will replace the State's legacy Financial Management Information System (FMIS) and other financial management systems, with an integrated, centralized, scalable, and secure ERP solution. This will consolidate functions currently performed in other systems to streamline operations and improve data consistency.
