About this opportunity

The California Department of State Hospitals is issuing Request for Information 25-78013-000 to gather market intelligence on housing assessment services for the Sexually Violent Predator Conditional Release Program, with RFI responses due June 30, 2026. This is a market-research solicitation only; responses do not constitute competitive bids, will not be reimbursed, and will not affect future procurement evaluation.

DSH seeks contractor input on scope, pricing, and capability to provide housing assessments for SVP clients on a statewide, regional, or county-by-county basis. Assessments must evaluate single-family residential rental properties against statutory requirements including proximity restrictions, accessibility to basic services, GPS signal strength, line of sight conditions, code compliance, structural soundness, and financial standing verification. Contractors would conduct property assessments, document findings for court records, potentially search for suitable housing, and coordinate with DSH and relevant stakeholders.

Minimum qualifications include legal authority to conduct business in California, current business licensing, and proof of workers' compensation insurance, general liability insurance, and auto liability insurance. Five years of housing industry experience and specialized knowledge in permitting and zoning are preferred. All staff must maintain licenses, permits, and certificates required by law.

Respondents must submit cost estimates as part of their response for planning purposes only; these do not represent binding commitments. Responses are limited to three pages plus the RFI Cover Sheet and must be submitted electronically to Pravjot Sartan at Pravjot.Sartan@dsh.ca.gov. Questions are due May 29, 2026; DSH will respond by June 12, 2026. DSH retains sole discretion to decline consideration of any response or portion thereof and may invite respondents to present or discuss submissions. All submitted information is subject to the California Public Records Act.
