About this file

This is a Request for Information (RFI) issued by the California Department of State Hospitals (DSH) seeking vendor input on housing assessment services for the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). DSH is gathering market information to understand potential contractor capabilities and cost structures for services that may be performed statewide or in specific counties or regions. The services involve assessing suitable single-family residential rental properties for SVP clients based on statutory requirements, including proximity restrictions, accessibility to basic services, GPS signal strength, line of sight assessments, code compliance, property structural condition, and financial standing verification. Contractor responsibilities include conducting property assessments, documenting findings for court records, potentially searching for appropriate housing, and collaborating with DSH and relevant stakeholders. Questions regarding the RFI are due May 29, 2026, DSH will respond to questions by June 12, 2026, and RFI responses are due June 30, 2026. This is an informational solicitation only and does not constitute a competitive bid; responses will not be reimbursed and will not affect future procurement evaluation.

Respondents must submit cost estimates as part of their response, though these estimates are intended for planning purposes only and do not represent binding bids. Minimum qualifications include legal authority to conduct business in California, current business licensing, five years of housing industry experience (preferred), specialized knowledge in permitting and zoning (preferred), and proof of workers' compensation insurance, general liability insurance, and auto liability insurance. Staff providing services must maintain all necessary licenses, permits, and certificates required by law. Responses are limited to three pages plus the RFI Cover Sheet and should be submitted electronically to Pravjot Sartan at Pravjot.Sartan@dsh.ca.gov. DSH retains sole discretion to decline considering any response or portion thereof and may invite respondents to present or discuss their submissions. All submitted information is subject to the California Public Records Act.

Sexually Violent Predator Conditional Release Program

A. PURPOSE

1. The purpose of this Request for Information (RFI) is to engage with interested parties to provide the Department of State Hospitals (DSH) with input from vendors to perform contracted housing assessment services to the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). The DSH is seeking a better understanding of the types of services and the associated costs to provide these specific services.

2. A scope of work describes the services being sought. The information received from this RFI may be utilized in a scope of work for use in a future solicitation.

3. This request is issued solely to obtain information to consider for a solicitation and does not constitute a competitive solicitation.

B. BACKGROUND

1. CONREP was implemented on January 1, 1986, and is codified in Welfare and Institutions Code

(WIC) section 4360 (a) and (b). Penal Code (PC) section 1615 also mandates the Department of State Hospitals (DSH) to be responsible for the community treatment and supervision of judicially committed patients. Effective January 1, 1996, Sexually Violent Predators (SVP), were added to the CONREP population (WIC section 6604). Program funding provides for outpatient services to patients entering CONREP. DSH contracts with counties and private organizations to provide these legislatively mandated CONREP services, although CONREP SVP clients remain DSH’s responsibility per statute when they enter CONREP for community treatment and supervision.

2. The CONREP SVP program provides CONREP SVP clients an array of forensically focused mental health services. Additionally, required services for SVPs in CONREP include but are not limited to regularly scheduled sex offender risk assessments, Global Position System (GPS) monitoring and surveillance.

3. DSH is considering a competitive solicitation to provide housing assessment services to assist in vetting suitable housing options for CONREP SVP clients and seeks information from contractors who may be interested in providing those services. The typical aim is to find single family residential home rental that is appropriate for a CONREP SVP client within a particular county within the state.
