About this opportunity

The California Department of Transportation (Caltrans) has issued Request for Information (RFI) 20A0400 for an Ad Hoc Reporting Solution intended solely for information-gathering and planning purposes. This RFI does not constitute a formal solicitation for bids or guarantee a contract award. Caltrans seeks to understand commercially available solutions, vendor implementation experience, industry best practices, and potential risks associated with ad hoc reporting systems that can address the department's evolving reporting needs. The procured solution must support ad hoc reporting capabilities for financial data stored in an Oracle Autonomous Data Warehouse within Oracle Public Cloud through a Financial Data Model containing both current and legacy financial data post-FI$Cal migration (scheduled go-live June 30, 2028). The solution must meet 81 specific technical requirements including intuitive parameter input interfaces, SQL query building capabilities, role-based access control with three user tiers (Typical User, Super User, and Administrator), Caltrans Single Sign-On integration, multi-format data visualization with various chart types, scheduling at multiple intervals, version control, and audit logging. Caltrans currently maintains 1,740 active financial data users through CGI Info Advantage, with daily average concurrent users of 57 and peak concurrent usage of 229, representing a critical system for the department serving over 22,000 positions with a budget exceeding $17 billion. Vendor responses must include comprehensive information across seven workbook sections covering vendor background, proposed solutions, implementation methodology, support and maintenance operations, training approaches, requirements mapping, and cost estimates. The deadline for written questions is January 20, 2026, with answers provided by January 27, 2026, and vendor responses are due February 17, 2026, at 3:00 PM Pacific Time via electronic submission using the Vendor Response Workbook.

The RFI documentation does not specify set-aside designations, restrictions on respondent types, or disadvantaged enterprise requirements, indicating this opportunity is open to qualified vendors generally. No incumbent vendor information or current contractor details are identified in the solicitation materials. Caltrans' existing infrastructure includes the current CGI Info Advantage system for financial data management and the planned transition to the FI$Cal system, both of which the proposed ad hoc reporting solution must integrate with or support through the Enterprise Data Warehouse architecture. The solution must accommodate the department's current user volume and query demands while remaining supportable by internal Caltrans staff with minimal latency. No specific contract award values or budget ranges are disclosed in the RFI, as vendors are required to submit their own cost estimates for both one-time implementation costs (hardware, licenses, implementation, training, and maintenance/support) and continuing annual service costs as part of their responses. Selected vendors may be invited to provide solution demonstrations at a later date, with additional requirements to be communicated separately.

Opportunity text

This Request for Information (RFI) is being released by the California Department of Transportation (Caltrans). This RFI is issued solely for information-gathering purposes to support Caltrans in understanding available solutions and best practices. This RFI does not constitute a solicitation for bids, proposals, or offers. No contract award will directly result from responses to this RFI. Participation in this RFI is voluntary, and responses will be used for planning purposes only. The purpose of this RFI is to gather information from the vendor community regarding available ad hoc reporting solutions that can address the evolving needs of Caltrans. Caltrans is seeking to understand the current marketplace, industry capabilities, and potential technology solutions to address their evolving ad hoc reporting needs. Caltrans has over 22,000 positions, a budget of over $17 billion and is one of the largest departments in the State. Currently financial data information is maintained in CGI Info Advantage. Caltrans is moving to FI$Cal with a go-live date of June 30, 2028. Once Caltrans moves to FI$Cal, current financial data will be coming from FI$Cal, while legacy data will be maintained by Caltrans. Caltrans will address this situation by creating a Financial Data Model for the current and legacy financial data to be stored in the Enterprise Data Warehouse (an Oracle Autonomous Data Warehouse) in the Oracle Public Cloud. This will be the data that will be used for ad hoc reporting purposes. Currently Caltrans has 1,740 active users accessing the Info Advantage financial data. The daily average concurrent users are fifty-seven (57), with the highest number of concurrent users in a day at 229. This is considered a critical system for Caltrans. ************************************************** Addendum 1 has been released to reflect changes within the RFI, Section 6. - Key Action Dates, Subsection D. ************************************************** Addendum 2 has been released to reattach Attachment A - Vendor Response Workbook as an Excel file.
