About this opportunity

Dane County, Wisconsin, through its Department of Waste & Renewables, is issuing a Request for Information (RFI) #2025-RFI-002 seeking potential partners for reuse, retail, and upcycling services at the Dane County Sustainability Campus. The RFI aims to identify entities with innovative processes and technologies capable of diverting significant waste streams and creating marketable outputs such as energy, raw materials, or other products. Respondents are expected to provide detailed information about their proposed approaches for processing materials including construction materials, furniture, household products, textiles, electronics, bicycles, and mixed goods. The project involves developing a 232-acre Sustainable Business Park co-located with a future landfill, with the first construction phase commencing in 2026 and landfill operations expected in 2027/2028. Key objectives include advancing the circular economy, minimizing environmental impact, and creating local economic opportunities. The RFI is due on March 21, 2025, at 2:00 pm, with a non-mandatory webinar scheduled for January 27, 2025, and a site visit on February 11, 2025. Evaluation will focus on approaches that minimize emissions, can be stored indoors, and align with the campus's guiding principles of community engagement, circular innovation, environmental stewardship, and economic sustainability.

While no specific set-aside designations are explicitly mentioned, the RFI encourages responses from a wide range of entities interested in waste diversion and circular economy initiatives. The project is structured as an enterprise fund, meaning operations will be funded by service fees, with a focus on public-private partnerships. Existing infrastructure includes the current Rodefeld Landfill, with the new Sustainability Campus designed to complement and expand current waste management capabilities. Although no specific award values are detailed, the Facility Needs and Recommendations Report indicates potential investment ranges from $19.4 million to $39.3 million for facility relocations and constructions. The county operates with a Project Review Board consisting of three members appointed by the Department of Waste & Renewables, who will oversee development and ensure projects align with sustainability goals. The project is part of a broader initiative with four concurrent RFIs targeting different aspects of waste management and sustainability, suggesting a comprehensive approach to transforming waste management practices in Dane County.
