About this opportunity
The City of Kingston, New York is requesting expressions of interest for the redevelopment of two city-owned parcels at 32 Abeel Street and 33-39 Abeel Street in the Rondout neighborhood, with responses due September 30, 2026 at 5:00 p.m. No set-aside or preference program applies.
The two parcels together comprise approximately 0.693 acres. The City seeks context-sensitive infill development that complements the historic character of the Rondout-West Strand Historic District. Proposals must address project vision, conceptual design, execution plan, team qualifications, and financial capacity. Zoning permits development up to 3.5 stories or 5.5 stories with 20% affordability; there is no minimum parking requirement and a 12-foot minimum first-floor height applies. The City strongly encourages inclusion of affordable housing and requires compliance with Historic Landmarks Preservation Commission review standards. The City anticipates transferring the property to the selected respondent for nominal consideration, recognizing the public purpose expected from redevelopment. The City will not provide dedicated funding for predevelopment, site stabilization, environmental remediation, or construction costs; respondents must identify their own financing sources. The City will support applicants in securing state funding through Restore New York and can facilitate payment-in-lieu-of-taxes arrangements, RPT 581-a assessments, or the 421-P property tax exemption program for projects with at least 25% affordability for households at 60–80% area median income.
Evaluation weighs project vision and alignment with planning objectives at 50 points, team qualifications and track record at 25 points, and financial capacity and feasibility at 25 points. The evaluation committee, composed of the Common Council's Finance & Audit Committee, will review submissions after the September 30 deadline and may conduct interviews or enter into exclusive negotiations with preferred respondents. An optional property tour is scheduled for August 20, 2026. Responses should be submitted electronically to housing@kingston-ny.gov.
