About this file

This is a Request for Expressions of Interest (RFEI) issued by the City of Kingston, New York, seeking qualified development teams to redevelop two city-owned parcels located at 32 Abeel Street and 33-39 Abeel Street in the Rondout neighborhood. The RFEI was released on July 30, 2026, with proposals due by September 30, 2026, at 5:00 PM, to be submitted electronically to housing@kingston-ny.gov. An optional property tour is scheduled for August 20, 2026. Respondents must submit comprehensive proposals addressing both parcels, which together comprise approximately 0.693 acres. The project seeks context-sensitive infill development that complements the historic character of the Rondout-West Strand Historic District. Proposals should include detailed project vision, conceptual designs, execution plans, team qualifications, financial capacity documentation, and special conditions. The evaluation committee, composed of the Common Council's Finance & Audit Committee, will review submissions beginning after the September 30 deadline and may conduct interviews or enter into exclusive negotiations with preferred respondents.

The City anticipates transferring the property to the selected respondent for nominal consideration, recognizing the public purpose expected from redevelopment. The City will not provide dedicated funding for predevelopment, site stabilization, environmental remediation, or construction costs; respondents must identify their own financing sources. The City will support applicants in securing state funding through programs such as Restore New York and can facilitate discussions regarding payment-in-lieu-of-taxes arrangements, RPT 581-a assessments, or the 421-P property tax exemption program for projects with at least 25% affordability for households at 60-80% area median income. Zoning permits up to 3.5 stories or 5.5 stories with 20% affordability, with no minimum parking requirements and a 12-foot minimum first-floor height. The City strongly encourages inclusion of affordable housing and requires compliance with the Historic Landmarks Preservation Commission's review standards. Evaluation criteria emphasize project vision and alignment with planning objectives (50 points), team qualifications and track record (25 points), and financial capacity and feasibility (25 points).

1.0 PROJECT PURPOSE & LIST OF SITES FOR SALE

The City of Kingston, New York ("City"), is seeking proposals from qualified development teams for the redevelopment of two City-owned parcels located on Abeel Street in the Rondout neighborhood. Through this Request for Expressions of Interest (RFEI), the City seeks to identify respondents with the vision, experience, technical expertise, and financial capacity to successfully redevelop the Property in a manner that advances the City's planning objectives and serves a public purpose.

The Common Council voted to accept the donation of the Property in June 2026. The City is issuing this

RFEI as an initial step to solicit redevelopment concepts and identify potential development partners.

Information submitted in response to this RFEI will assist the City in evaluating redevelopment opportunities and determining the most appropriate path forward for the Property.

Selection through this RFEI does not constitute a sale or transfer of the Property. The City intends to negotiate the terms and conditions of any future disposition or development agreement with the selected respondent, subject to the approval of the Common Council. The City reserves the right to negotiate with one or more respondents or discontinue the process at its sole discretion.

The Property consists of the following two parcels:

• 32 Abeel Street – SBL 56.43-5-35.100

• 33–39 Abeel Street – SBL 56.43-3-27

Respondents must submit a redevelopment proposal that encompasses both parcels. The City will not consider proposals that address only one of the two properties.

2.0 ABOUT THE PROPERTY

The Property consists of two parcels located in Kingston's Rondout neighborhood. The first parcel, 32

Abeel Street, is a 0.427-acre site situated between Abeel Street and the historic pedestrian-only Company

Hill Path. Company Hill Path serves as a continuation of the public sidewalk and pedestrian right-of-way extending from West Strand Street. The second parcel, 33–39 Abeel Street, is a 0.266-acre site located directly across Abeel Street, bounded by Abeel Street and West Union Street. Both parcels overlook the

Rondout Creek and the neighborhood’s waterfront amenities.

32 Abeel Street was previously approved by the Kingston Planning Board as the site of the proposed Irish

Cultural Center, a three-story, approximately 16,000-square-foot building designed to be integrated into the site's existing hillside. Although construction of the building never substantially commenced, several site improvements were completed by the prior owners. These improvements included the installation of water and sewer connections, construction of new bluestone sidewalks along Abeel Street, and partial site clearing and excavation in preparation for development. The site remains in its excavated condition today and is secured from the public via a temporary fence.

The 33–39 Abeel Street parcel was intended to provide off-street parking for the proposed cultural center.

However, no site work was undertaken on that parcel. Additional information regarding the Irish Cultural

Center approvals process is available in the public record at kingston-ny.gov/planning (Planning

Projects & Meeting Materials (Pre-March 2025) -> Past Projects -> Irish Cultural Center).

https://kingston-ny.gov/planning

The Property is located within the Rondout–West Strand Local, State, and National Historic District

(listed 1979), which has a period of significance which ranges from about 1800s to 1900s, under the following areas of significance: architecture, commerce, community planning, economics, education, exploration/settlement, industry, landscape architecture, politics/government, religion, and transportation.

The Rondout-West Strand Historic District encompasses the area sloping down to and featuring the waterfront on Rondout Creek. The Rondout Village rapidly transformed from farmland into a thriving maritime community after the Delaware and Hudson Canal opened with its terminus here in 1828. By the mid-19th century, jobs on the canal, in boat manufacturers, shipping, brickmaking, cement manufacturing, and bluestone quarrying industries, drew immigrants with diverse backgrounds whose imprints remain visible throughout the district's structures. The Historic District contains a rich stock of commercial buildings, cast-iron storefronts, homes, and churches despite losses due to urban renewal in the 1960s.

The Historic District is an important vestige of the thriving port town that supported the area’s economy for close to 80 years. Rondout trading and industrial activities and the workers and businessmen who lived in this area influenced Kingston’s growth from a small, rural community to a thriving transportation and industrial center for the mid-Hudson Valley. On a larger scale, because of its unique export products, Rondout was an equal to any of the commercial cities along the Hudson between Albany and New York

City. Today, the neighborhood remains a vibrant, walkable mixed-use district featuring a diverse mix of residential, commercial, cultural, and institutional uses, including destinations such as the Reher Center for Immigrant Culture and History, the Kingston Trolley Museum, Tempo Performing Arts Center, the

Hudson River Maritime Museum, and more.

Prior to its acquisition for the proposed Irish Cultural Center, the Property remained vacant for approximately 30 years. Historically, four buildings stood on the 33-39 Abeel Street lot. Two buildings fronted Abeel Street, while two additional structures were located closer to West Strand Street. Three (3) additional structures stood on the 32 Abeel Street lot, with two fronting W. Union Street and one fronting

Abeel Street (see Links of Interest below for more information).

Under the City's Form-Based Code, the Property is located within the T5 Neighborhood Transect Zone.

The intent of this district is to provide a range of housing options through medium- to high-density building types that reinforce the neighborhood's walkable character, support nearby neighborhood-serving retail and service uses, and encourage transportation alternatives.

The zoning permits a wide variety of residential, mixed-use, commercial, and civic uses, as well as a range of building types and development intensities. Any proposed development must comply with the

City's Form-Based Code and will be subject to review by the Historic Landmarks Preservation

Commission (HLPC) for consistency with the Secretary of the Interior's Standards and compatibility with the character of the Rondout-West Strand Local, State, and National Historic District.

3. 0 DEVELOPMENT OBJECTIVES AND ZONING REVIEW

Property Transfer and Redevelopment Expectations

Unless the City determines that an alternative disposition structure would better facilitate redevelopment of the Property, ownership of the site is expected to be transferred to the selected Respondent following approval by the Common Council and execution of the necessary agreements. The City reserves the right to negotiate alternative arrangements, including ground leases, development agreements, phased conveyances, or other mechanisms that may better advance the City's redevelopment objectives.

Regardless of the transfer structure ultimately selected, the successful Respondent will assume primary responsibility for all aspects of the project's planning, financing, permitting, construction, operation, and long-term maintenance. Respondents should demonstrate their capacity to undertake and complete the proposed redevelopment, including securing all necessary financing and approvals, and that they are able to assume ownership and maintenance responsibilities over the property within 3-6 months of selection.

At this time, the City of Kingston does not have dedicated funding available to support predevelopment activities, site stabilization as needed, environmental remediation, infrastructure improvements, or construction costs associated with redevelopment of the Property. Respondents should therefore identify anticipated funding sources and financing strategies as part of their proposals.

The City recognizes that the scale and complexity of redevelopment may warrant a phased implementation approach. Respondents may propose phased development strategies where appropriate and should describe how such an approach would support project feasibility.

City Vision for Redevelopment

The City of Kingston acquired the Property with the intention that it be redeveloped in a manner that serves a public purpose and advances the City's long-term planning, housing, economic development, and community goals.

The City seeks proposals for a context-sensitive infill development that complements the historic character, scale, texture, architectural heritage, and pedestrian-oriented nature of the Rondout–West

Strand Historic District.

The City welcomes a range of development concepts, including residential, mixed-use, commercial, cultural, civic, or other community-serving uses that contribute to the vitality of the neighborhood.

For proposals that include residential development, the City strongly encourages the inclusion of affordable housing opportunities. Respondents should maximize the number of affordable units to the extent feasible and are encouraged to leverage available financing tools, tax incentives, grants, and other housing subsidy programs to support long-term affordability.

4.0 CITY SUPPORT & FINANCIAL TOOLKIT

Public Land – The City anticipates conveying the Property for nominal consideration in recognition of the public purpose expected to result from its redevelopment. Respondents are not required to propose a purchase price as part of their submission.

The selected Respondent will be responsible for all customary closing costs and may be required to reimburse the City for reasonable expenses incurred in connection with the transfer or maintenance of the

Property, subject to negotiation. Possible maintenance costs for the City of Kingston include the installation of new temporary fencing to secure the Property. However, as of the date of this RFEI, the

City has not incurred any such expenses.

Other Sources of Funding - The City will support the Respondent to secure other sources of funding, including State sources such as Restore New York. The City of Kingston was recently designated as a

Pro-Housing Community by New York State and has set a goal for approving 1,000 new housing units by

2029 under the City’s new form-based zoning code. To support this goal, the City is open to reviewing possible payment in lieu of taxes arrangement or assessment under RPT § 581-a. The City of Kingston has also opted into 421-P, a new property tax exemption program added to New York’s Real Property

Tax law in the 2024 State budget for projects that set aside at least 25% of units to households between

60-80% AMI. The selected Respondent may also choose to work with the Ulster County IDA or seek funding from the Ulster County Housing Action Fund.
