About this opportunity

The State of Maine is requesting bids on footwear under a master agreement, with bids due October 18, 2010. The contract period runs through October 31, 2011, with provisions for two optional one-year renewal periods. Awards will be made to the lowest responsible bidder offering the best value; in case of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope covers agricultural work boots in four specified styles: women's 6-inch steel-toe electrical-hazard boots (Red Wing #2326), men's 6-inch waterproof aluminum-toe electrical-hazard boots (Red Wing #6674), men's 6-inch steel-toe waterproof insulated electrical-hazard boots (Red Wing #4461), and men's 6-inch steel-toe electrical-hazard boots (Red Wing #2226). Red Wing models are specified; alternate commodities meeting "or approved equal" standards are permitted provided bidders furnish complete identification and descriptive literature. This is a first-time contract; actual quantities ordered by the Department will be covered throughout the contract duration rather than being specified upfront. Delivery must occur within 10 working days of order receipt with items inspected and delivered in first-class condition.

Pricing must be submitted on a firm, net basis including all transportation charges with FOB destination terms. The State requires acceptance of the Procurement Card without surcharges, and pricing must remain consistent regardless of payment method. Vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% anti-sweatshop fee calculated on total contract or purchase-order amounts, payable within 30 days of execution or within 30 days of each calendar quarter for term contracts. The vendor must accept orders from Maine's political subdivisions and school districts at quoted prices. All bids must be submitted electronically through Vendor Self Serve (VSS). A notarized Code of Conduct Affidavit certifying compliance with applicable workplace laws, human and labor rights standards, and freedom-of-association requirements must be submitted by the bid opening date.
