About this opportunity
The Maryland Department of Health (MDH), Behavioral Health Administration (BHA), is issuing a Request for Applications (RFA) to establish an Interoperability Program for Behavioral Health Providers. The program will provide investment in the hardware, software, and training needed for behavioral health providers to adopt, upgrade, and/or optimize their Electronic Health Record (EHR) systems. It will also provide initial and ongoing user education services and onboard and connect providers to Maryland's Health Information Exchange, CRISP. The program includes three tracks depending on the provider's needs - adopting a new EHR, implementing/upgrading an existing EHR, or upgrading/optimizing an existing EHR. Eligible applicants must be non-profit, for-profit, or governmental entities with experience working with Maryland Medicaid providers and behavioral health providers licensed under COMAR. Responses are due June 21, 2024 via eMaryland Marketplace Advantage (eMMA). Multiple awards may be made, and the total funding available for this RFA is $500,000. The agreement resulting from this solicitation will be a firm fixed price contract for a one-year period. Applicants will be evaluated on criteria such as mandatory requirements, program development, organizational capacity, and work plan.
The RFA does not specify any set-aside designations or restrictions on the types of organizations that can respond. The RFA also does not list any incumbent vendors or current contractors, nor does it mention any existing infrastructure or technology that requires integration. The budget for the program may include categories such as personnel, consultants, travel, contractual, supplies, operating costs, and other project-related costs.
