About this opportunity

The Virginia Community College Shared Services Center is requesting sealed bids for furnishing, delivering, and installing a 510 VFD with NEMA enclosure at Patrick Henry Community College in Charlottesville, with bids due September 8, 2026. A statewide small-business subcontracting goal of 42% of purchases from DSBSD-certified small businesses applies to this contract. Addendum No. 1 was issued September 2, 2026; bidders must submit a signed acknowledgment of the addendum with their proposal.

The scope requires a complete VFD installation package including equipment, delivery to the college's designated location, and professional installation labor to meet specified technical and performance standards. The enclosure must comply with NEMA standards, and the VFD unit must integrate with the college's existing systems. Qualified bidders must demonstrate capability in industrial electrical equipment of this specification class.

Award will be made to the lowest responsive and responsible bidder based on net prices, with unit prices, extensions, and grand totals required in submissions. Delivery shall occur within a stated number of calendar days after receipt of order, free on board to the specified location. The bid acceptance period is 30 days from opening.

Bidders must register with eVA, Virginia's electronic procurement portal, and pay applicable vendor transaction fees (1% capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses) per purchase order. Contractors must maintain workers' compensation insurance, employer's liability coverage of at least $100,000, and commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate. All contractors must comply with anti-discrimination provisions, drug-free workplace requirements, and the Immigration Reform and Control Act of 1986.
