About this opportunity

Essex County Board of Supervisors is requesting sealed bids for the replacement of the Bradford Hill Road (CR7) bridge superstructure over Putnam Creek in the Town of Crown Point, with bids due July 30, 2026 at 2:00 p.m. This is a federally aided construction project subject to Davis-Bacon wage rates and prevailing wage requirements, with a 0% DBE participation goal.

The scope includes removal and replacement of the existing steel multi-girder superstructure with a new steel multi-girder superstructure and composite concrete deck; partial substructure removal and extension; stone scour protection; guide rail and approach railing replacement; pavement reconstruction on Bradford Hill Road and Middle Road with 10-foot travel lanes and 2-foot shoulders; full-depth pavement reconstruction (approximately 1 inch); and site drainage and erosion control. Structural specifications require concrete with minimum 4,000 psi compressive strength at 28 days, structural steel meeting ASTM A-588 and A-36 standards with galvanized treatment, and compliance with NYSDOT LRFD Bridge Design Specifications (October 2024) and NYSDOT Standard Specifications (February 2025). The contractor must begin work within 30 days of Notice to Proceed, maintain the roadway open to vehicular traffic no later than December 31, 2026, and complete all work by June 1, 2027.

Bid security of 5% is required (bid bond, certified check, cashier's check, or irrevocable standby letter of credit). The successful bidder must provide performance and payment bonds for 100% of the accepted bid amount and have a current New York State Vendor Responsibility Questionnaire (CCA-2) on file with NYSDOT prior to award. EEO employment goals are 2.6% for minority employment and 6.9% for women employment. All bidders must submit a DBE Commitment Form (AAP 14LL) and Bidder's List (CONR 80LL) regardless of DBE goal attainment. Addendum #1, issued July 27, 2026, removes the Property Insurance and Builders Risk requirement and clarifies that no engineer's estimate is available; bidders should assume project value between $0 and $5 million for bid bond purposes. Bid documents are available at https://www.co.essex.ny.us/wp/bid. Contact Essex County Purchasing at (518) 873-3330 for information.
