About this file
This is Addendum #1 to a bid solicitation issued by Essex County, New York's Office of the Manager through the Purchasing Agent for the Replacement of the Bradford Hill Road (CR7) over Putnam Creek Superstructure project (Contract D#: D040993, PIN 1762.79) in the Town of Crown Point. The addendum was issued on July 27, 2026, to all plan holders of record prior to the bid opening scheduled for July 30, 2026. The addendum provides revisions to the original proposal documents and addresses four substantive questions and answers that clarify project requirements. Key revisions include the removal of the Property Insurance (Builders Risk/Installation Floater) requirement from Article 21 of the Agreement between Owner and Contractor, eliminating the need for builders risk coverage on the project.
The addendum clarifies several technical and administrative requirements for bidders. Regarding insurance, builders risk and property insurance will not be required for this project. For structural steel details, coping or blocking of channel diaphragms at stifffener connections is not required if the connection plates and back face of the channels will be aligned without interference during erection. Bidders requesting bid bond forms should assume the project value is between $0 to $5,000,000, as no engineer's estimate is available. While the Disadvantaged Business Enterprise (DBE) participation goal is set at 0%, bidders are still required to submit Form AAP14LL documenting DBE commitments and utilization. Forms AAP20, AAP22, and AAP23 and Good Faith Effort Documentation are not required for project award but will be submitted with the closeout package to the New York State Department of Transportation.

IN THE LETTING OF

NOTICE TO PROSPECTIVE BIDDERS
Revisions to the Proposal
1. On page 214 of the proposal book under Article 21.-Insurance of the Agreement between
Owner and Contractor, the plan holders are directed to cross out the Subsection titled
“Property Insurance (Builders Risk/Installation Floater)” in its entirety.
Q&A and Clarifications
Q1: Article 21 (Insurance) of the Agreement states that the required property insurance
(Builder's Risk/Installation Floater) must conform to Paragraph 5.6 of the NSPE Standard
General Conditions. However, the NSPE Standard General Conditions do not appear to be included in the contract documents provided.
If Builder's Risk coverage is required for this project, could the County please provide a copy of the referenced NSPE Standard General Conditions so that our insurance carrier can review the applicable requirements?
A1: Builders risk and Property Insurance will not be required for this project. Plan holders are directed to revise the proposal as shown under the heading, “Revisions to the
Proposal” in this document.
Q2: Contract plan Sheet No. 44 (ST-27), Section A-A & B-B, shows the channel diaphragm flanges being coped at the connection stiGeners. Note 3 on the same page allows the diaphragms to be placed on either side of the stiGeners. Is it necessary to cope the diaphragms? The back side of the channel is already flat and would cause no interference.
This would require significantly less labor.
A2: Coping/blocking the diaphragms would not be required if the connection plates and back face of the channels will be aligned and cause no interference when the steel is erected.
Q3: Our bid bond request form asks for the engineer's estimate. Is there one available for this project?
A3: No engineer's estimate is available for this project. For bid bond purposes, bidders can assume the project is between $0 to $5,000,000.
Q4: This contract indicates 0% MWBE/DBE/SDVOB participation goals for the project.
However, Section 10 (DBE Goals) states that a DBE Participation Package must be submitted with the bid proposal, including:
AAP14LL (Summary of DBE Commitments)
DBE confirmations on Forms AAP20, AAP22, and AAP23
Good Faith EGort Documentation
Given that there are no DBE participation goals established for this project, please confirm that these documents are not required as part of our bid submission.
A4: While the DBE goal has been set to 0%, NYSDOT is still obligated to track the utilization of DBE's, MWBE/SDVOB's on state and federally funded construction projects. As such, an
AAP14LL form is required to be included with the bid submission whether or not a DBE will be used. Please note the DBE goal as 0% on the form and provide information on DBE's (if any) which will be used. Even If no DBE's will be used, please submit this form with your proposal.
DBE confirmations on AAP20, AAP22, and AAP23 are not required for the project award, however, will submitted with the closeout package to NYSDOT. These forms can be generated using EBO.
Good Faith EGort Documentation is not required as this is only needed when the DBE goals are not met. As the goal is set to 0% this documentation is not needed.
