About this opportunity

The Illinois Department of Transportation is requesting electronic bids for replacement of bridge SN 002-0027 carrying IL 127 over Hartline Creek northeast of Elco in Adams County, with bids due September 18, 2026 at 12:00 p.m. via the iCX (Integrated Contractors Exchange) system. The project is funded with Federal-aid highway construction funds and requires compliance with prevailing-wage, Equal Employment Opportunity, and Disadvantaged Business Enterprise participation provisions.

The scope consists of removal and replacement of an existing three-span haunched concrete structure with a new three-span reinforced concrete deck on steel I-beam structure featuring integral abutments and solid reinforced concrete piers. The new structure will have a back-to-back abutment length of 128 feet 9 3/8 inches, an out-to-out deck width of 35 feet 11 inches, and a 40-degree left-forward skew. Additional work includes entrance relocation, HMA pavement and shoulder installation, earthwork, guardrail and traffic barrier terminals, pavement marking, and seeding, over a gross improvement length of 710 feet. The project will be constructed in stages with roadway kept open to at least one lane of traffic at all times and two lanes to the greatest extent possible during construction.

Utilities present within project limits—AT&T communications, Clearwave Fiber, Liberty Utilities gas service, and South Water District water service—may require adjustment. Construction methods, materials, quality control, traffic control, environmental protection, and reporting requirements are governed by detailed supplemental specifications and recurring special provisions covering concrete work, asphalt pavements, structural steel galvanizing, guardrail installation, temporary support systems, and pavement marking.

The Department will award the contract to the lowest responsive and responsible bidder and reserves the right to determine responsibility at award, reject any or all proposals, re-advertise the project, and waive technicalities. Bids will be publicly opened at 12:00 p.m. on September 18, 2026.
