About this opportunity

The Ohio Department of Natural Resources (ODNR), specifically the Department of Parks & Watercraft, is seeking bids for a comprehensive HVAC replacement project at Deer Creek State Park located in Mahoning County. The procurement involves replacing HVAC units and existing ductwork in two campground shower houses, with specific technical requirements including installation of two 3-ton heat pumps, two 60k Btu high-efficiency liquid propane furnaces, new electrical wiring, disconnect switches, thermostats, and appropriate ductwork. The project requires vendors to handle all aspects of the installation, including demolition, materials procurement, site clean-up, and permit acquisition. Work is to be completed Monday through Friday between 7am and 5:30pm, with potential flexibility for evening hours. The bid response is due by October 1, 2025, with the contract term extending through June 30, 2026. Evaluation criteria will focus on the lowest total bid, with vendors required to bid on all line items to be considered responsive. The contractor must provide all materials, ensure code compliance, install flood prevention devices, and route condensate drains appropriately.

This procurement is specifically designated as a Minority Business Enterprise (MBE) set-aside in accordance with Ohio Revised Code 125.081, which means only qualified minority-owned businesses can compete for this contract opportunity. The state encourages participation from minority and disadvantaged business enterprises, with a focus on Executive Diversity, Growth and Equity (EDGE) vendors. While no specific budget range is explicitly stated, the contract will be awarded on a lowest-responsive-bidder basis. Vendors must complete an Affirmation and Disclosure Form confirming their principal business location and service performance locations, with strict requirements about offshore service restrictions. The contractor will be responsible for workers' compensation coverage and maintaining specific insurance minimums, with the state being self-insured. Additionally, the contract is contingent on legislative appropriations, meaning ODNR can terminate the agreement if funding is not continued by the Ohio General Assembly. Invoicing will be managed through Financial Shared Services, with payments processed within 30 calendar days of invoice receipt or service acceptance.
