About this opportunity

The City of Philadelphia is requesting quotes on replacement chainsaw chains as a Requirements contract micro purchase, with quotes due June 30, 2026. This procurement will be awarded as a whole to the lowest responsive and responsible bidder; sellers must quote all specified items to be eligible for award.

The contract carries a micro-purchase ceiling of $45,000, adjusted annually by the percentage increase in the Consumer Price Index Urban (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. Pricing must be quoted on an FOB Destination Point basis, net and exclusive of taxes. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination thereafter.

All quotations must be submitted electronically through PHLContracts and remain valid for 60 days from submission or throughout the contract term for Requirements contracts. Sellers must complete and submit a signed Consent and Authorization Agreement prior to bid closing to have quotes considered responsive. Signature requirements vary by entity type: corporations require signatures from both a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized signers.

Sellers must maintain General Liability Insurance with a minimum limit of $500,000 per occurrence, Workers' Compensation at statutory limits, and Automobile Liability insurance at $300,000 per occurrence if applicable. The City reserves the right to reject any and all quotes and to accept quotes from multiple sellers on any combination of items. Payment is made via electronic deposit following delivery and approval of products. Sellers must not begin delivery or provision of services until formally notified by the City department. No purchase orders may be issued after the close of business on the final day of the contract term.
