About this opportunity

The Virginia Community College System is seeking sealed bids for a window replacement project at Rappahannock Community College's Glenns and Warsaw Campuses, identified by Project Code #260-B4260-073 (M24RC178). The procurement involves comprehensive window replacement for the main classroom and annex buildings at both campuses, including minor interior and exterior repairs, exterior element cleaning, and hazardous materials abatement. Specific deliverables include removing existing windows and installing new aluminum storefront systems with manual translucent and blackout roller shades, adhering to 2021 Virginia Existing Building Code standards. Bidders must be registered vendors in eVA, provide a Standard Commonwealth Bid Bond, and demonstrate contractor registration per Virginia Code Section 54.1-1103. A mandatory pre-bid conference is scheduled for March 11, 2025, at 10:00 AM at the Warsaw Campus, with optional site visits to the Glenns Campus coordinated through Mr. Robbie Pearce. Sealed bids are due electronically through eVA or by physical submission to the Virginia Community College System by 2:00 PM on March 26, 2025, with public bid opening on March 27, 2025.

The contract opportunity includes specific provisions for small business participation, requiring contractors to submit a Small Business Procurement Plan. Prevailing wage requirements apply as the contract value exceeds $250,000, in compliance with Virginia Code 2.2-4321.3. While no specific set-aside designations are explicitly mentioned, the bid documents suggest preference for small and local businesses. Contractors must maintain builder's risk insurance and various liability insurance coverages. A bid bond of 5% is required for bids exceeding $500,000, and contract completion is structured with 120 days for substantial completion and an additional 30 days for final completion. Though a specific budget range is not disclosed, the comprehensive nature of the window replacement project across two campus locations suggests a significant investment. Hazardous material abatement, as indicated in included surveys, will be a critical component of the project, with specific attention to lead and asbestos disclosure requirements.
