About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) Staten Island Developmental Disabilities Service Office is requesting quotations for replacement of heating system piping at 930 Willowbrook Road Building 41 in Staten Island, with quotes due September 15, 2026 at 2:30 PM, and a mandatory site visit scheduled for August 31, 2026 at 10:00 AM.

This is a New York State Public Works project subject to prevailing wage requirements under NYS Labor Law Articles 8 and 9 (Prevailing Rate Case Number 2026024045). All contractors and subcontractors must be registered with the New York State Department of Labor under Labor Law 220-i prior to quote submission; failure to provide valid NYSDOL registration numbers results in disqualification. Attendance at the entire site visit is mandatory and will be recorded; early departure disqualifies the vendor from consideration.

The scope involves complete removal of deteriorated hot water heating system piping and installation of new code-compliant piping including supply and return lines, insulation, valves, fittings, and supports throughout the residential building. The contractor must complete all work within seven days of purchase order issuance, performing work between 8:00 AM and 5:00 PM, Monday through Sunday, at an occupied facility. The bid price must include all materials, labor, disposal fees, and site cleanup.

Quotes must include the provided proposal form and detailed cost breakdown separating materials and labor costs in accordance with project specifications and prevailing wage schedules. New vendors must provide two references for similar projects. The contractor must submit Certificates of Workers' Compensation Insurance, Liability Insurance, and Disability Coverage, and file certified payroll records electronically every 30 days through the NYS Department of Labor portal. Written questions not addressed during the site visit are due by September 2, 2026, with responses by September 8. Invoices are due within 30 days of project completion and must reference the PO number and Unit ID #3660239. No incumbent contractor has held an identical or substantially similar contract within the past five years. The award will be made to the most responsible and responsive vendor providing the lowest cost meeting all requirements.
