About this opportunity

The South Dakota Department of the Military is seeking bids for a comprehensive interior lighting replacement project located in Mitchell, South Dakota, covering office spaces, exterior wall-mounted lights, and active vehicle maintenance spaces. This Invitation to Bid (IFB), identified as CFMO# 466495, requires contractors to replace all interior lighting while working around permanently installed equipment to access high bay lights, occupancy sensors, and lighting contactors. The project mandates strict compliance with the Build America Buy American Act (BABAA), with most existing lighting controls to remain intact unless specifically identified for replacement in project plans. Key procurement dates include an optional pre-bid conference scheduled for August 30, 2023, at 1:00 PM CT, and bid submissions due by September 7, 2023, at 2:00 PM CT. Bid security requirements include either a certified check, cashier's check, or draft for 5% of the bid amount, or a 10% bid bond for bids exceeding $50,000. Evaluation criteria will focus on identifying the lowest responsible bidder capable of meeting all project specifications. The project is expected to be substantially completed within 120 days of the Notice to Proceed.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The project does not indicate any incumbent vendors or current contractors, nor does it specify detailed integration requirements with existing infrastructure. While precise budget ranges were not disclosed, the procurement is being managed by the Office of the State Engineer for the South Dakota Department of the Military, suggesting state-level funding. The project covers lighting replacement in a state military facility, indicating potential complexity and specialized requirements for working in a military environment. The comprehensive nature of the lighting replacement—spanning office spaces, maintenance areas, and exterior lighting—suggests a significant scope of work that will require contractors with extensive electrical and lighting installation expertise. Although specific award values were not provided, the detailed technical specifications and compliance requirements imply this is a substantial contract likely to attract experienced commercial and industrial electrical contractors.
