About this opportunity

The University of Wisconsin-River Falls (UWRF) is seeking a vendor to replace the electronic keyless door access system in the University Center through a Request for Bid (RFB18-8131) issued on November 3, 2017. The procurement involves furnishing labor and materials to replace existing door hardware with a current Allegion electronic access control system across four building floors. Specific deliverables include 28 multi-tech card readers, 54 AD400 lock sets with licenses, decorative plates, wireless communications kits, controllers, power supplies, and associated enclosures. Bidders must demonstrate a minimum of five years of experience in access control systems, provide three client references for similar installations, and maintain $1,000,000 in commercial general liability insurance. The project timeline requires installation to begin within 45 days of award and be completed within 20 days of commencement, specifically during the university's J-Term break from December 26, 2017, through January 19, 2018. Written questions were due by November 9, 2017, with bid responses required by November 15, 2017, at 2:00 PM CST, and award anticipated after November 25, 2017.

The solicitation encourages participation from Wisconsin-certified Minority Business Enterprises (MBEs), Woman-Owned Businesses (WBEs), and Disabled Veteran-Owned Businesses (DVBs), with a goal of awarding at least 5% of contract value to certified MBEs. Contractors must be certified through the Wisconsin Department of Commerce to claim the 5% minority business preference. The existing system is an Allegion electronic access control infrastructure, and no alternative brands are permitted to ensure seamless integration. Bidders may be required to provide a $10,000 performance bond or irrevocable letter of credit. The project covers 194 door locations across various campus functional areas, including dining facilities, athletic spaces, administrative offices, and mechanical rooms. While no specific contract value was disclosed in the documents, the comprehensive scope involves replacing electronic door hardware, access control systems, readers, and associated equipment across multiple building sections. The warranty period is specified as one year from substantial completion, and the university will handle certain installation components internally while the awarded vendor provides equipment, main control board programming, and system implementation.
