About this file
This is a Request for Bid (RFB) issued by the University of Wisconsin-River Falls Purchasing Office for the replacement of an electronic keyless door access system at the University Center. The project involves furnishing labor and materials to replace existing door hardware with a current Allegion electronic access control system. The University Center building, approximately 11-12 years old, requires complete system replacement including new equipment installation, wiring, and programming of main control boards. The University will handle installation and wiring of AD 400s, PIMS, power supplies, AD200 to AD 400 conversions, and replacement of existing card readers. The bid was issued November 2, 2017, with a deadline of November 15, 2017, at 2:00 PM CST. Optional site visits were available November 2, 3, 7, or 8, 2017, between 8:00 AM and 4:30 PM CST. Installation must begin within 45 days of award and be completed within 20 days after commencement, with the entire project scheduled during J-Term break (December 26, 2017, through January 19, 2018). Award was anticipated after November 25, 2017.
The bid requires firm pricing with all transportation charges included and delivery FOB destination prepaid. Bidders must demonstrate a minimum five-year history in perimeter door security operations and provide three client references from comparable institutions served within the past three years. Bidders must be certified through Wisconsin Department of Commerce if claiming the 5% minority business preference, and contractors are encouraged to award at least 5% of contract value to Wisconsin-certified minority business enterprises, woman-owned businesses, or disabled veteran-owned businesses. Contractors must maintain specified insurance coverage including $1,000,000 commercial general liability and may be required to furnish a $10,000 performance bond or irrevocable letter of credit. No alternative brands are permitted as the system is an integrated replacement of an existing installation. Wisconsin sales and use tax certification compliance is mandatory, and contractor personnel must pass criminal background checks. The warranty period is one year from substantial completion.
