About this opportunity

The Illinois Department of Transportation is requesting bids on an on-call contract for repairs of existing guardrail damage and future damage across various routes in District 7, with bids due July 31, 2026 and contract completion by June 30, 2027. Bids must be submitted electronically to the iCX system by 12:00 p.m. on the due date.

The scope encompasses removal and replacement of damaged guardrail components including rail element plates, posts, block-outs, reflectors, terminal sections, impact attenuators, and associated hardware. Work includes both emergency call-out repairs and routine planned repairs. All hardware must be new; existing hardware cannot be reused. The contract addresses both Midwest Guardrail System (MGS) and Pre-MGS guardrail configurations with specified terminal suppliers and repair methodologies. All traffic control costs are included in guardrail item bid prices with no separate payment. Lanes must remain open to two-way traffic at all times except for temporary single-lane closures as directed by the Engineer; all lanes must be open overnight, on weekends, and holidays.

Contractors must notify the Engineer 24 hours in advance prior to repair work, with a $100 penalty per occurrence for work started without notification. Emergency work call-outs carry liquidated damages of $50 to $200 per day for failure to complete within seven calendar days, depending on work order value. Payment is made only for actual quantities of work completed and accepted as satisfactory, with contractors required to submit itemized invoices within 14 days of completion at each location.

The contract incorporates Illinois Standard Specifications for Road and Bridge Construction (Adopted January 1, 2022, Revised January 1, 2026), supplemental specifications, and recurring special provisions including Equal Employment Opportunity, Disadvantaged Business Enterprise participation, and Illinois Works Apprenticeship Initiative requirements. The Department will award to the lowest responsive and responsible bidder and reserves the right to reject any or all proposals.
