About this opportunity

Colorado Parks and Wildlife is requesting bids for reinforced concrete overlay resurfacing of the boat ramp at Navajo State Park, Archuleta County, with bids due September 3, 2026, at 2:00 p.m. and a pre-bid conference held August 20 at the project site. Service-Disabled Veteran-Owned Small Businesses certified through the U.S. Department of Veterans Affairs receive a 5-percent bid preference. Colorado Labor requirements mandate that at least 80 percent of work be performed by Colorado workers, with written justification required if this threshold cannot be met. The project is subject to Davis-Bacon prevailing wage and Buy America provisions under the Bipartisan Infrastructure Law, requiring all iron, steel, manufactured products, and construction materials to be produced in the United States unless an approved waiver is obtained.

Base bid work includes demolition of transition areas, surface preparation, and placement of a reinforced concrete overlay of minimum 6,000 square feet with grooved and broom finishes on designated sections, plus cold weather concrete heating. Optional bid items comprise additional surface preparation and concrete overlay for approximately 50 additional feet of boat ramp length and construction dewatering with either 5-foot or 10-foot high cofferdams. The contract includes up to 4,000 square feet of optional concrete work. The work must comply with U.S. Army Corps of Engineers Nationwide Permit 3 for maintenance activities and environmental regulations including the Rivers and Harbors Act, Clean Water Act Section 404, Endangered Species Act, and National Historic Preservation Act.

The contract term is 90 calendar days from the Notice to Proceed, with Notice to Proceed anticipated for December 7, 2026, and substantial completion targeted for March 8, 2027. Liquidated damages are $300 per calendar day for incomplete work after the contract period. A five-percent bid bond is required for bids of $50,000 or more; successful bidders must furnish a 100-percent performance and labor/material payment bond if the contract equals or exceeds $150,000. Contractors must maintain Workers' Compensation, Commercial General Liability with $1,000,000 combined single limits, Automobile Liability with $1,000,000 each accident limits, and Pollution Liability with $1,000,000 each occurrence, with the State named as additional insured. Written questions were due August 27, 2026, at 4:00 p.m. Notice of Award is anticipated September 7, 2026.
