About this opportunity
The Minnesota Department of Military Affairs is seeking a contractor to repair the Rooftop Air Handling Unit (AHU) Ductwork at the Appleton Armory located in Swift County. This one-time procurement requires the removal and replacement of damaged insulation and compromised sheet metal, with specific requirements including installation of 2" closed cell insulation and the 3M VentureClad Insulation Jacketing System (or approved equal). The project scope encompasses all labor, equipment, materials, tools, transportation, and incidentals necessary to fully rehabilitate the ductwork system, with the contractor responsible for removing and properly disposing of all debris. A mandatory pre-bid meeting is scheduled for June 13, 2024, at 11:00 AM at 25 N Munsterman Street in Appleton, MN, and any bid from contractors not attending this meeting will be automatically rejected. Potential bidders must submit questions by June 17, 2024, at 11:00 AM Central Time to Sara Mock via email, and all bids must be electronically submitted through the Supplier Portal by June 20, 2024. The State of Minnesota will award the contract to the lowest responsible bidder meeting all specifications and terms, with the right to award items separately or by total as deemed most advantageous.
The solicitation includes preferences for targeted group, economically disadvantaged, and veteran-owned businesses, with certified small businesses majority-owned and operated by veterans eligible for up to a 12% preference on state procurement. The estimated contract value ranges between $17,000 and $19,000, though this is not a guaranteed minimum or maximum amount. Suppliers must be registered in the system before award, and those registered only as bidders must complete full supplier registration prior to contract award. The contract term is anticipated from June 25, 2024, to July 30, 2024, with a potential optional 6-month extension. Bidders must comply with Minnesota prevailing wage requirements and include all applicable sales and use taxes in their pricing. The state's direct pay permit does not apply to this project, and contractors must be prepared to handle all tax obligations within their proposed pricing. Non-electronic and email responses will not be accepted, emphasizing the requirement to use the electronic Supplier Portal for bid submission.
