About this opportunity

The Florida Department of Transportation (FDOT), specifically the Office of Maintenance within Leon County, is seeking a single source procurement for the repair of a Heavy Vehicle Simulator (HVS) MK6 Electric Drive System from Dynatest US Inc. This procurement is specifically for comprehensive repair, calibration, and integration of proprietary software and systems for the Electric Drive System, which is critical for controlling speed and parameters during accelerated pavement testing. The procurement is structured under Florida Statutes section 287.057(3)(c) and will remain posted for at least 15 business days, with vendor information due by 5:00 p.m. EST on August 25, 2025. The repair is time-sensitive and scheduled for the period from September 1, 2025, to October 30, 2025, with the primary objective of enabling continued crack testing on the HVS test track and preventing delays in developing or modifying construction specifications related to HVS experiments. Dynatest US Inc. has been identified as the sole vendor capable of performing these specialized repairs, which are essential for maintaining the State Materials Office's testing capabilities.

The procurement appears to be a non-competitive, single-source opportunity without specific set-aside designations or restrictions on respondent types. The total estimated value for this procurement is $42,880.00, covering the repair and integration services for the Electric Drive System. No alternative vendors are mentioned, and Dynatest US Inc. is explicitly identified as the known and preferred vendor for this specialized technical work. The procurement process requires vendors to submit information demonstrating their capabilities, though in this instance, Dynatest is presumed to be the only qualified provider. The existing infrastructure involves the HVS MK6 system, which requires proprietary software integration and precise calibration that apparently only Dynatest can provide. The FDOT will review any submitted vendor information and, if no alternatives are found, will proceed with a single-source purchase contract with Dynatest US Inc.
