A local-business preference applies: 5% for vendors within Leon, Gadsden, Wakulla, or Jefferson Counties, and 3% for other locations, with a maximum cost differential of $20,000. The scope encompasses full-service inspection, preventive maintenance, repair, and replacement of manual and powered roll-up doors, grilles, shutters, vehicle barrier arm gates with operators, parking and access control equipment including ticket dispensers and credential readers, and vehicle detection safety devices. Work is performed at multiple Leon County facilities countywide, including the Courthouse, Public Safety Complex, Main Library, and Detention Center. Response times vary by call type: emergency and security-critical calls require same-day service within four hours for the Public Safety Complex, Detention Center, and Courthouse; repair calls require response within one business day; and routine service within two business days.
Bidders must submit hourly labor rates for standard and non-standard hours, parts markup percentages, warranty periods (minimum 365 days), trip fees, and any environmental fees or fuel surcharges. All materials must be new, commercial or industrial-grade, and either original equipment manufacturer parts or approved equivalents. The County reserves the right to award by category or in whole to one or multiple bidders based on lowest responsive and responsible bids. Required certifications include drug-free workplace compliance, non-participation in Israel boycotts, equal opportunity commitment, employment eligibility verification through E-Verify, and compliance with immigration laws.
