About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for a one-time repair of a 2008 John Deere 650JLGP bulldozer located in Olmsted County. The solicitation seeks a vendor to provide comprehensive parts and labor for an extensive equipment repair, with all responses to be submitted electronically through the SWIFT portal by February 3, 2025, at 2:00 PM Central Time. Potential bidders must direct all questions to Kyle Ballantyne by January 30, 2025, at 2:00 PM Central Time, and the repair work must be completed by March 28, 2025. The repair will involve replacing multiple components including control units, ball joints, hydraulic components, filters, and various mechanical parts, with the DNR serving as the sole determinant of vendor specification compliance. Evaluation criteria include meeting technical specifications, pricing, and the ability to deliver the repair within the specified timeframe, with delivery required to the DNR MR R3 Central Region in St. Paul, Minnesota.

The solicitation provides preference to several categories of businesses, including certified targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses, with a potential 12% preference for these categories. Minnesota-based companies meeting the Office of Equity in Procurement size standards will receive additional consideration, particularly those owned by racial minorities, women, persons with substantial physical disabilities, veterans, or businesses located in economically disadvantaged counties. The contract requires the vendor to be located within 75 miles of Rochester, Minnesota, and includes a one-year warranty on all installation materials and labor following final acceptance. While no specific budget range is explicitly stated, the contract allows for a single purchase maximum of $5,000 on a purchasing card, which can be increased with state and contractor approval. Vendors must be prepared to provide detailed invoicing, accept both purchase orders and purchasing cards, and understand that payment will only be made after all items have been received and approved, with no partial payments permitted.
