About this opportunity
The Massachusetts Department of Conservation and Recreation (DCR) is seeking vendors to establish a Master Service Agreement (MSA) for the purchase of equipment and supplies, as well as the maintenance and repair of such equipment, used for the safe operation of DCR-managed waterfronts, swimming pools, wading pools, and spray decks across the Commonwealth. The MSA will have an initial term of approximately 3 years, with two 1-year renewal options, for a total potential contract duration of 5 years. Vendors may submit responses for one or both categories of service - Category 1 for the purchase of aquatic equipment and supplies, and Category 2 for the maintenance and repair of that equipment. Bidders must demonstrate their experience and capacity to provide the requested products and services, with pricing provided on a unit cost or hourly rate basis. Responses are due by the initial deadline of August 7, 2020, with subsequent rolling enrollment and evaluation of proposals thereafter.
The Commonwealth has a Supplier Diversity Program that mandates a minimum 10% participation commitment by Minority-owned, Women-owned, or Service-Disabled Veteran-owned Business Enterprises for large procurements such as this one. The current incumbent vendors are not identified, but the RFR indicates that existing service providers may continue to furnish services under the new MSA. The estimated total contract value, including renewals, is approximately $375,000, to be funded through DCR's operating budget and capital improvement funds.
