About this opportunity

The Massachusetts Department of Conservation and Recreation (DCR) is seeking qualified instructors and instructor trainers to provide Certified Pool Operator (CPO), Practical Pool Management PLUS (PPM+), and/or Aquatic Facility Operator (AFO) training courses to DCR's new and existing pool managers. The selected vendors will be responsible for delivering these training programs, which are required by the Massachusetts Department of Public Health (DPH) regulations, as well as any associated instructor (train-the-trainer) courses. The initial contract term is 5 years, from March 1, 2023 through February 29, 2028, with no renewal options. Vendors must submit quotes by January 20, 2023, but DCR reserves the right to accept proposals on a rolling basis through December 31, 2027. Evaluation criteria include the vendors' qualifications, ability to provide the required services, pricing, geographic coverage, and environmentally preferable products and practices.

This procurement is targeted to businesses participating in the Commonwealth's Small Business Purchasing Program, with subcontracting limited to 20% unless to another registered participant. If adequate capacity is not available from SBPP vendors, DCR will consider non-SBPP vendors. The estimated annual value of the contract is $30,000, with funding contingent on available appropriations. DCR intends to award contracts to multiple vendors, and pricing must be provided on a per-student and/or per-course basis, with the ability to submit annual rate changes.
