About this opportunity
Stateville Correctional Center, Illinois Department of Corrections, is seeking a vendor to rent two 53-foot reefer trailers on a monthly basis, with proposals due July 29, 2026. This is a small-business set-aside procurement conducted through BidBuy (reference B-53371).
The trailers must provide dual-temperature capability ranging from −10 to 40 degrees Fahrenheit, powered by diesel engines with electric refrigeration systems, roll-up rear doors, and minimum 50-gallon fuel tanks. The vendor must deliver trailers clean and ready for food storage and coordinate all work with the Department of Corrections Chief Engineer or Business Administrator during normal business hours with maintenance staff present.
Service-level requirements include 24-hour emergency response with a five-hour maximum response time for emergency delivery and five-day maximum response for non-emergency delivery (Monday–Friday, 7:00 a.m. to 3:00 p.m.). Standard maintenance is required every 3,000 hours. All emergency services, delivery, pickup, and fuel surcharges are included in the monthly rental cost with no additional fees permitted.
The initial contract term is twelve months, with a maximum total term not exceeding ten years including renewals or extensions. Pricing is firm and will be entered by the State prior to execution; vendor pricing is located in the BidBuy Purchase Order. Monthly invoices must itemize service dates and locations and be submitted to Stateville's Business Office.
The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and auto liability insurance of $1,000,000 per occurrence. Prevailing wage compliance applies if applicable. Subcontractors with annual values exceeding $100,000 require prior written approval. The State reserves the right to terminate for convenience with thirty days' notice or for cause immediately if performance is unsatisfactory or creates a health and safety hazard. Contract is funded through the State's General Revenue Fund and governed by Illinois Standard Terms and Conditions for General Services.
