The scope restores the vacant historic Old Municipal Building, built in phases in 1879, 1901, and 1908, into office space for City departments while modernizing it to the High-Performance Building Standard and attaining LEED Silver designation. It also includes targeted renovations to the basement, first, and second floors of the 2015 City Hall structure to accommodate departmental expansion and reorganization.

Applicants must submit detailed descriptions of three comparable projects completed within fifteen years for government entities, demonstrating historic renovation expertise, LEED certification experience, and work in occupied, active locations. Key personnel requirements include a Project Manager with a minimum of ten years of commercial construction management experience, a Superintendent with a minimum of ten years of commercial construction oversight experience, and a Quality Control Manager with a minimum of five years of quality control inspection experience on commercial construction projects. Submittals must include current Virginia Class A Contractor's License verification, organizational charts showing employees by title, proof of bonding capacity, and resumes showing at least three comparable completed projects for the Project Manager and Superintendent and at least one for the Quality Control Manager.

All prequalification applications must be submitted through eVA. Faxed, emailed, and hard-copy submissions are not accepted. Addendum 01, issued October 30, 2026, requires the signed addendum acknowledgment page to be returned with the bid or proposal. A non-mandatory virtual pre-qualification meeting was held October 27, 2026 at 3:00 p.m. Applicants will be notified of prequalification status on November 23, 2026. The City anticipates releasing the Invitation to Bid and awarding the construction contract by mid-February 2027, contingent on permit approval, with the Invitation to Bid open for a minimum of 45 days.
