About this opportunity

The California Department of General Services, Real Estate Services Division is requesting qualifications for professional construction management, material testing, and inspection services for a steam distribution system renovation at the Department of Veterans Affairs Yountville Veterans Home in Yountville, Napa County, with Statements of Qualifications due August 10, 2026 at 5:00 p.m. The state imposes a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal but cannot provide preference in professional services contracts; the state encourages participation from certified Small Business and DVBE firms.

The project scope encompasses renovation of the deteriorating underground steam distribution system, including replacement of underground lines, building piping, manholes, insulation, valves, and one boiler; site work consisting of demolition, trench excavation, grading, and roadway repair; and the addition of 10 ADA parking spaces with associated lighting, drainage, and landscaping. All work must be performed under and approved by a design professional or contractor licensed in the State of California.

The estimated construction cost is approximately $30 million, with a contract duration of 27 months. Pricing will be based on hourly rates for specific employee classifications and subcontractors, negotiated after firm selection. Ten percent retention will be held on all progress payments, with amounts exceeding $10,000 subject to escrow requirements after 60 days beyond phased service completion.

The selection process will evaluate written SOQ packages followed by oral interviews for the top three firms, with contract award and fee negotiations to follow. Firms must be registered with the California Department of Industrial Relations as public works contractors and comply with prevailing wage requirements under Labor Code Section 1774. Required submittals include current California business registration, professional licensing verification, civil rights compliance certifications, DIR contractor registration, Darfur and Iran contracting certifications, and disclosure of any intended use of Generative Artificial Intelligence. The selected consultant firm and all sub-consultants are precluded from participating in any construction or competitively bid contract work on this project.
