About this file
This is a Darfur Contracting Act Attachment document issued by the California Department of General Services for a state contract opportunity involving the Department of Veterans Affairs. The document requires bidders and proposers to certify their compliance with Public Contract Code section 10478 regarding international business operations. The underlying contract opportunity involves providing professional construction management, material testing, and inspection services for a steam distribution system renovation project at the Yountville Veterans Home in Napa County, California. The project is estimated at approximately $30,000,000 in construction costs with a contract duration of 27 months. All work must be performed under and approved by a design professional or contractor licensed in California. Interested firms may view the complete Request for Qualifications (RFQ) on the California eProcure website and California State Contracts Register (CSCR).
To be eligible to submit a bid or proposal, bidders must complete and include this certification form with one of three compliance options: certify they have no international business activities in the past three years, provide written permission from the Department of General Services if they are a scrutinized company, or certify they have international operations but are not a scrutinized company as defined in Public Contract Code section 10476. The certification must be signed by an authorized representative under penalty of perjury, with the bidder's federal identification number and execution location provided. Any bid or proposal submitted without this form properly completed with either the appropriate initials or initials and certification will be disqualified.
