About this opportunity

The State of Maryland has issued a Request for Proposal (RFP) seeking a design/build contractor for renovating a Child Advocacy Center, with proposals due by April 1, 2025. The primary scope involves designing, permitting, and constructing two building additions totaling approximately 1,000 square feet, which will require comprehensive infrastructure integration. The project mandates complete replacement of the existing asphalt roof and installation of a new generator with associated infrastructure, both to be included in the base bid. Contractors are also expected to provide an alternate proposal for interior renovations of the existing waiting room and potential tree removal in the generator installation area. The RFP requires potential bidders to demonstrate robust design and construction capabilities, with a focus on precise architectural and engineering expertise specific to institutional facility improvements. Successful contractors must be prepared to manage complex, multi-phase renovation work that involves structural additions, infrastructure upgrades, and interior refurbishment.

While specific set-aside designations are not explicitly detailed in the provided documentation, Maryland state contracts typically encourage participation from minority-owned, women-owned, and disadvantaged business enterprises. The procurement appears to be a comprehensive design-build contract that will likely require significant technical qualifications and potentially pre-qualification documentation. No specific budget range is mentioned, though the scope suggests a substantial capital investment considering the building additions, roof replacement, and generator installation. Prospective bidders should be prepared to demonstrate financial stability, previous institutional renovation experience, and the technical capacity to manage complex facility improvement projects. The contract appears suited for established construction firms with proven capabilities in institutional and public facility renovations, particularly those with experience in design-build project delivery methodologies.
