About this opportunity

The County of Sacramento Department of Transportation (SACDOT) is requesting bids for Reno A&E (EDI) plug-in traffic signal cabinet components under RFB #2026-RFB-0057, with bids due August 7, 2026 at 2:00 p.m. and questions due July 24, 2026. Bidders must be authorized Reno A&E distributors with proof of manufacturer authorization — a decision-flipping eligibility requirement. A 5% local-vendor preference and a 2% micro-business preference are available to qualifying vendors, though no set-asides are imposed.

The scope covers brand-specific plug-in modules for SACDOT's signalized-intersection network: Malfunction Management Units (MMU2-1600-G), 4-Channel Detectors (E/2-1200-SS), Bicycle Detectors (C-1200-B), Bus Interface Units (BIU/2), Load Switches (LS-200), Flashers (FL-200), Transfer Relays (TR-200), Power Supplies (TS2), plus recertification and repair labor services and freight charges. All products must be new, genuine, factory-sealed, and sourced through authorized channels. Quantities are not guaranteed; purchases will be made on an as-needed basis for ongoing maintenance, repairs, replacements, and upgrades. The components must comply with TEES standards and support detection, load switching, malfunction management, and cabinet communication functions.

The contract term runs September 1, 2026 through August 31, 2027, with the option to renew annually for up to four additional one-year terms, contingent on satisfactory performance, funding availability, and mutual agreement. Pricing shall be firm and fixed for the initial year, with renewal periods allowing annual increases up to 5%, subject to manufacturer documentation for increases exceeding this threshold and County approval. All costs including shipping and freight must be included in submitted pricing; no additional fees are accepted without prior written approval. Award will be made to the lowest responsive and responsible bidder based on greatest value to the County, considering suitability, quality, service, experience, life cycle, cost, and delivery capability. Bid responses are valid for 180 calendar days after closing. Responses must be submitted electronically through the Sacramento County eBids portal and become public records upon contractor selection.
