About this opportunity
The Long Beach Utilities Department issued an Invitation to Bid for removal and disposal of mixed excavation material under UD-24-161, with bids due April 9, 2024 at 11:00 a.m. via the Long Beach Buys portal. A mandatory pre-bid conference was held March 26, 2024. The Notice of Intent to Award, issued April 23, 2024, identifies Bradley Tanks Inc. as the lowest responsive bidder, though no final contract has been executed.
The scope encompasses removal, transportation, and disposal of mixed excavation material—including soil, concrete, asphalt, and debris—generated during Long Beach Utilities Department operations. The contractor provides all labor, equipment, transportation, and supervision. Materials are sourced from LBUD service yards at 1731 East 33rd Street or 2400 E Spring Street, Long Beach, or from worksites within the city. Pickup operations occur Monday through Friday, 7:00 a.m. to 3:00 p.m. The contractor must transport materials to California-licensed disposal facilities based on profiling results (VOCs, Title 22/CAM 17 Metals, TPH Carbon Chain analysis provided by LBUD); transfer facilities are permissible. Long Beach Utilities retains ownership until loading; the contractor assumes responsibility and liability upon loading.
Required qualifications include at least three years of experience removing and disposing of mixed excavation material, three current customer references, CHP certification, DTSC Registration Number, and a Long Beach Business license. The contractor must maintain $1,000,000 combined single-limit general liability insurance per occurrence, $500,000 automobile liability, and California-mandated workers' compensation. Prevailing wage applies.
Bid pricing is per-ton by material type and contamination level across seven line items (dirt/soil, concrete, asphalt, mixed loads), with separate pricing for single and double loads per truck per day. All fees, including certified weighmaster costs, are the contractor's responsibility.
The initial contract term is twelve months from Notice to Proceed, with two optional one-year renewal periods subject to mutual agreement and Board approval. No MBE or WBE goal is established. Questions were due April 2, 2024, with responses posted April 3, 2024.
