About this file

This is an Addendum No. 1 to an Invitation to Bid (ITB) issued by Long Beach Utilities for the removal and disposal of mixed excavation materials. The addendum, issued on April 3, 2024, addresses ten questions submitted by prospective bidders regarding project specifications, licensing requirements, and submission procedures. The mixed excavation material may contain soil, concrete, or asphalt, and Long Beach Utilities will provide all required analytical data including VOCs, Title 22/CAM 17 Metals, and TPH Carbon Chain analysis. Bidders must submit pricing on a cost-per-ton basis through the Long Beach Buys portal according to the bid form line items. A pre-bid conference was conducted on March 26, 2024, from 11 a.m. to 1 p.m., with attendance documented on the provided sign-in sheet. Bidders must acknowledge receipt of this addendum by signing and returning it with their bid submission.

Required licenses and permits include CHP certification, DTSC Registration Number, and a Long Beach Business license, which must be obtained and maintained throughout the contract term. The material must be transported to a facility licensed to receive the material based on profiling results, with no specific requirement for direct landfill transport or prohibition on transfer facilities. There is no Minority Business Enterprise (MBE) or Women Business Enterprise (WBE) goal established for this contract. Technical support for the Long Beach Buys bidding portal is available via email at LBPurchasing@longbeach.gov, with additional information available on the City's Financial Management—Purchasing Division website. Failure to provide requested information and documentation may result in bid disqualification.
