About this opportunity

The Texas Health and Human Services Commission is requesting bids for removal and replacement of an existing HVAC system at 801 S State Highway 161, Grand Prairie, Texas, under IFB HHS0017296, with bids due July 17, 2026 at 10:30 a.m. CST and mandatory on-site visits on July 9, 2026. Both HHSC and the Department of State Health Services are entitled to use any resulting contract.

The scope requires removal of a 10-ton ceiling-mounted split HVAC system and installation of a new Carrier 10-ton unit, including all labor, materials, equipment, supply and return connections, refrigerant lines, condensate drain, electrical disconnects, controls integration, supports, hangers, and startup materials necessary for a complete and operational system. Bidders must demonstrate a minimum of three years of relevant experience; assigned personnel must hold at least one year of relevant experience and appropriate Air Conditioning and Refrigeration licensure or certification through the Texas Department of Licensing and Regulation. Three verifiable references for similar services completed within the last three years are required.

Bidders must submit all-inclusive firm, fixed pricing on Exhibit C covering all services and requirements, with pricing as a significant evaluation factor alongside the bidder's ability to meet performance specifications and delivery requirements. Attendance at one mandatory on-site visit is required for bid eligibility. The anticipated contract start date is August 31, 2026, with an initial term through August 31, 2026 and one optional one-year extension at HHSC's sole discretion. Contractor services are required Monday through Friday between 8:00 a.m. and 5:00 p.m. Central Time, with a four-hour response time for service calls and one-hour response for emergencies.

Comprehensive insurance is required: workers' compensation, commercial general liability ($1 million per occurrence, $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Questions are due July 10, 2026 at 12:00 p.m., with responses posted as an addendum on July 13, 2026. The contract binds bidders for 240 days, subject to appropriations and fund availability. Bids must be delivered in person to PCS at 1100 W. 49th Street, Austin, Texas, or submitted through the HHS Online Bid Room. Failure to submit Exhibit C Pricing Sheet, Exhibit A Solicitation Affirmations, or Exhibit D Bidder Reference Form results in bid disqualification.
