About this opportunity
The Office of the Governor of Texas is seeking Remote Communication Access Real-time Translation (CART) services through RFP No. 301-24-04119, with proposals due on January 8, 2025, at 2:00 PM CST. The procurement targets providers capable of delivering remote word-for-word transcription services for webinars, meetings, and constituent announcements, primarily using Zoom and Teams platforms. Contractors must maintain a minimum transcription proficiency of 175 words per minute with 95% accuracy and hold specific certifications such as Certified CART Provider, Certified Broadcast Captioner, Certified Realtime Reporter, or Level III through V Certificate from the Texas Court Reporters Association. Providers will be required to embed live CART screen links and provide post-meeting transcripts. The evaluation criteria will assess company information and financial responsibility (10%), experience and qualifications (20%), proposal content and responsiveness (35%), and compensation (35%). The initial contract term will run from the effective date through August 31, 2026, with options for three additional 12-month renewals through August 31, 2029, and a potential 6-month transition extension.
The solicitation includes significant Historically Underutilized Business (HUB) subcontracting requirements, with statewide participation goals ranging from 21.1% to 32.9% across various contract categories. Respondents must submit a comprehensive HUB Subcontracting Plan demonstrating efforts to include Texas certified HUB vendors. The Office of the Governor currently uses CSSA contractors for these services until their contract expires in January 2025 and intends to establish contracts with multiple vendors to ensure statewide coverage. The maximum contract amount is set at $27,000 for the initial performance period, with funding subject to available appropriations. Bidders must provide detailed financial information and comply with anti-corruption certifications, including Foreign Corrupt Practices Act (FCPA) requirements. The procurement allows for multiple award selections and is structured as an enrollment contract without a predetermined number of vendors. Prospective contractors must demonstrate financial stability and be prepared to handle confidential financial information in compliance with public information laws.
