About this opportunity

The City of Gainesville is seeking a contractor to provide remanufacturing services for Allison automatic transmissions, along with repair parts and services for its Regional Transit System (RTS) and City Fleet Management. The solicitation (Bid No. RTSX-250049-DS) requires a contractor with at least five years of experience in Allison transmission remanufacturing and repair, specifically authorized as a full-service Allison distributor or dealer. The comprehensive service requirements include complete transmission remanufacturing, involving dynamometer testing, valve body testing, and rebuilding with new torque converters, paint, and necessary bolts. The contract will provide a 24-month unlimited mileage warranty, and the contractor must use genuine Allison parts or approved equivalents that meet original equipment manufacturer specifications. Bids are due by April 15, 2025, at 3:00 pm, with the contract term set for five years and no extensions. The project is funded in part by the U.S. Department of Transportation's Federal Transit Administration, which mandates compliance with various federal regulations including Buy America requirements and equal employment opportunity clauses.

The procurement includes several set-aside and compliance requirements that may impact potential bidders. Contractors must complete a Disadvantaged Business Enterprise (DBE) questionnaire and be listed in the Florida Unified Certification Program DBE Directory. Multiple federal compliance certifications are required, including documentation related to debarment, lobbying activities, anti-human trafficking provisions, and telecommunications equipment restrictions. Bidders must certify no federal tax liabilities and no recent felony convictions, and comply with E-Verify requirements and anti-discrimination clauses. While specific contract value is not explicitly stated, the comprehensive nature of the services and federal funding suggest a significant procurement opportunity. Potential bidders must demonstrate technical capabilities, financial stability, and comprehensive insurance coverage, including workers' compensation, professional liability, and automobile liability insurance. The City of Gainesville will evaluate contractors based on their ability to meet these stringent technical, legal, and operational requirements.
