About this opportunity
The City of Newark, New Jersey is soliciting electronic bids for Invitation to Bid (ITB) #2025-59, seeking Relocation Sheltering Services for individuals and families whose dwellings have been declared uninhabitable. The procurement covers comprehensive temporary shelter accommodations for tenants ranging from single persons to extended families, including specific provisions for various age groups from newborns to adults. Bidders must provide detailed pricing for daily, monthly, and yearly rates for single rooms and additional occupants, with firm prices covering all associated costs including labor, materials, supplies, and utilities. The shelter providers must maintain 24-hour intake systems, provide cribs for infants, ensure clean and sanitary environments, and possess all necessary state and local registrations and permits. Electronic bids will be accepted through the City's e-Procurement Portal until 10:15 am on Thursday, August 7, 2025, with bids to be publicly opened and read aloud immediately thereafter. The contract will span a two-year period, with the City reserving the right to reject bids, waive informalities, and adjust contract amounts to match actual requirements.
The contract opportunity appears to have no specific set-aside designations for disadvantaged enterprises, but includes comprehensive compliance requirements across multiple domains. Bidders must complete extensive documentation, including a W-9 form, Russia-Belarus and Iran investment activity certifications, vendor submission forms covering equal employment opportunity, Americans with Disabilities Act compliance, ownership disclosure, criminal conviction history, and political contribution disclosures. While a specific budget range is not explicitly stated, the detailed pricing structure suggests flexibility in accommodating various shelter needs. The procurement requires vendors to meet rigorous insurance requirements, anti-discrimination provisions, and mandatory equal employment opportunity standards. Potential bidders must demonstrate full compliance with local and state ordinances, including provisions related to investment activities, sweatshop labor, and international sanctions, with potential consequences for non-compliance including contract rejection, sanctions, and potential legal action.
