About this opportunity

The State of Minnesota Department of Veterans Affairs is seeking a contract for its Programs & Services All Staff Conference through a Request for Bid (RFB), specifically targeting conference facilities and services in the St. Cloud area from June 3-5, 2024. The procurement seeks a contractor to provide comprehensive conference support for approximately 132 attendees, including lodging, meeting spaces, meals, and associated services within ten miles of 1515 Riverside Drive SE, St. Cloud, MN. Key deliverables include ADA-compliant facilities, potential shuttle services, catering, and meeting room accommodations. The RFB requires electronic submission through the SWIFT portal, with all pricing to be firm and non-adjustable regardless of actual attendance. Critical deadlines include April 8, 2024, at 3:00 PM Central Time for submitting questions to Sharonda P. Hayslett, and April 10, 2024, as the response submission deadline. Evaluation criteria will likely focus on pricing, facility quality, and ability to meet specified conference requirements, with the State reserving the right to inspect proposed facilities and reject responses based on cleanliness or maintenance issues.

The solicitation provides preferential considerations for certain business types, specifically offering a 12% preference for certified targeted group, economically disadvantaged, and veteran-owned businesses, along with a 6% preference for eligible DEED/DHS providers. The contract term is defined from April 15, 2024, through June 30, 2024, and is limited to the 2024 conference with no mentioned renewal options. While no specific budget range is explicitly stated, the Price_Schedule.xlsx indicates detailed pricing expectations for lodging, meeting rooms, meals, and associated services. Potential respondents must be prepared to provide comprehensive conference infrastructure, including facilities located within one-quarter mile of each other, adherence to COVID-19 guidance from the Minnesota Department of Health and CDC, and flexibility in accommodation of conference needs. The State will not guarantee minimum room or meal requirements, and contractors must be prepared to accommodate potential fluctuations in attendee numbers while maintaining quoted prices.
