About this opportunity

Brevard County is conducting a procurement for reinforced concrete box culverts through Invitation to Bid (ITB) B-8-25-26A, targeting infrastructure improvements for the Natural Resources Management Department. The solicitation seeks four line items of precast concrete box culverts in two sizes (4' x 5' and 4' x 8') and two lengths (8-foot and 6-foot), totaling 748 linear feet. All culverts must meet Florida Department of Transportation standard specifications, be cast using Type II cement, and have a minimum of two feet of cover. Bidders are required to provide culverts that will be delivered to 1800 Lake Drive in Cocoa, Florida, with unloading to be performed by the county. The bid response deadline is December 5, 2024, at 10:00 am, with the county planning to issue a Notice to Proceed by February 28, 2025. Delivery of the culverts is mandated within 90 days of the Notice to Proceed, with potential extensions allowed for documented material shortages. Evaluation criteria focus on identifying the lowest responsive and responsible bidder, with mandatory compliance including Build America, Buy America Act (BABAA) requirements and various state and local certifications.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The bid resulted in two vendors submitting responses: Mack Industries Inc dba Mack Concrete Industries, Inc from Astatula, Florida, and Rinker Materials from Deland, Florida, with Mack Industries ultimately being awarded the contract. The total contract award amount is $249,080.00, with Mack Industries winning line items 1 and 2. Rinker Materials was deemed non-responsive. The geotechnical report indicates the project site contains complex soil conditions, including Myakka sand with poor drainage and Terra Ceia muck with frequent flooding, which may have influenced vendor qualifications and bid considerations. Bidders were required to provide references, complete mandatory forms, and attest to scrutinized companies and foreign country of concern status. The procurement follows Brevard County's guidelines and is classified as a one-time purchase, with the awarded vendor required to provide certificates of insurance and performance and payment bonds.
